City of Ramsey Special Council Meeting July 31, 1975 Page Two hearing on the question of rezoning in accordance with the proposed sketch plan be held on August 20, 1975, at 7:30 p.m. at the City Hall. Mr. Mickelson seconded the motion. Motion carried unanimously. Mr. Carson asked the City Council to review the sketch plan at this meeting. The Council agreed to consider the sketch plan at the regular meeting on August 11. Mr. Carson was advised to contact the City Attorney to insure that legal notice of the public hearing was accomplished within the required time period. Industrial Park Centerline Matter: The City Engineer submitted a letter to the Council outlining alternative methods of financing a location study for a route extending from the intersection of Sunfish Lake Boulevard and Industry Boulevard diagonally to CSAH #56 at the intersections of Sections 21, 22, 27 and 28. Mr. Sha outlined verbally the various ramifications of each of the alternate methods and the complexity of developing a basis for assessing the cost of this work in anticipation of construction by Anoka County at some time in the future. He recommended that the Council proceed with a location study of not to exceed $4,000 to be financed temporarily from available Road & Bridge funds and ultimately to become a charge of a right of way acquisition project to be assessed against the property. Mr. Mickelson moved that the City Council authorize the Engineer to proceed with a location study for the subject road, not to exceed $4,000 with financing in accordance with Alternative #3 as recommended by the Engineer in his letter. Mr. Reimann seconded the motion; motion carried unanimously. Industry Boulevard and Rum River Bridge Location: The Council discussed the need to develop a fOrmal policy for trans- mittal to Anoka County and the City of Anoka as a basis for developing agreement upon the location of a future Rum River bridge crossing in the southeast portion of the City of Ramsey, and a connection to such a crossing involving realignment of Industry Boulevard (CSAH #57) in the area of its intersection with Trunk Highway #47. Councilman Gotham moved adoption of the following Resolution and transmittal of the Resolution to the Anoka City Commission and the Anoka County Board: WHEREAS, alternative locations for a needed crossing of the Rum River in the southeastern area of the City of Ramsey connecting with the City of Anoka and County State Aid Highway #7 have been examined by the City Council of the City of Ramsey, and WHEREAS, County transportaiton plans indicate the need for a transportation facility in this general location in the future, and WHEREAS, it is in the best interest of the City of Ramsey and the other affected communities to develop an exact location for this facility as soon as possible in order to provide for orderly
