SPECIAL MEETING OF CITY OF RAMSEY COUNCIL <br /> <br /> July l&, 1975 <br /> <br />The meeting was called to order at 3:10 p.m. by Mayor Cox. Pre- <br />sent were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. Oliphant. <br />Also present were Attorney Goodrich and Mr. Steffen. Also pre- <br />sent in the audience was Mr. Ernie Larsen. <br /> <br />Letter from .Mr. Oberstar. Mr. Oberstar said there is money avail- <br />able for public works. We should indicate what our needs and <br />priorities are. Money is becoming available now for the 7th Avenue <br />underpass. This ties in with our needs for a bridge across the <br />Rum River. There is also a proposed recreational area from Vari- <br />olite Street going west along Trott Brook. We could possibly build <br />a swimming area here. We should get County agreement with us for <br />Alternate No. I road. Mr. Mickelson moved we forward this letter <br />to Mr. Oberstar. Seconded by Mrs. Oliph~t. Motion carried unani- <br />mously. <br /> <br />Mr. Reimann read a letter from Royal Esquire Realty~ Inc, about <br />the land under consideration for the municipal buildings. Mr. Cox <br />read the memorandum'made on this contract by Attorney Goodrich. <br />Mr. Gorham said "partial release" meant that Royal Esquire Realty <br />would have to get a partial release from the owner of the land, <br />Mr. Holasek. Discussion on item where buyer agrees not to request <br />any further municipal land than the roads; Mr. Goodrich thinks <br />this should be spelled out more definitely. Mr. Goodrich felt this <br />could be resolved by a phone call. He tried to call Mr. Albert <br />but he was not in. Mr. Goodrich said he would contact him later. <br />Mr. Goodrich said he would draw up a purchase agreement ~which con- <br />tains amended terms as discussed by the Council, to be presented <br />to Royal Esquire Realty and then to the Council for the July 28, <br />1975 meeting. <br /> <br />Mr. Steffen has met with Mr. Babcock and Mr. Robertson to see whe- <br /> <br />ther it would pay to spend the time and money necessary to legally <br />describe the area between Highway l0 and the Mississippi River in <br />order to determine the critical area boundaries, which is under <br />discussion with the Environmental Quality Council. The hearings <br />on this subject were not closed on July 9th but will be held open <br />for another month. It would be advisable for us to put in a <br />definite legal boundary for the area. They are concerned, not only <br />about preserving the view from the river and pollUtion concern s, <br />but the view from the other side of the river. Discussion on where <br />the line for the critical area should be shown on the map. Sugges- <br />tion of 300 feet back from the 100 year flood line was made. Mr. <br />Gotham moved to direct our staff to contact the County Surveyo--r's - <br />office and proceed with their help to draw a line at 300 feet from <br />the 100 year flood plain level with the understanding that if the <br />County help is not available, they will come back to the Council <br />before any further action is taken and Mr. Steffen is to discuss <br />this with the state officials about the set back. Seconded by Mr. <br />Reimann. Motion carried unanimously. <br /> <br /> <br />
