SPECIAL MEETING OF R~SEY CITY COUNCIL <br /> June 26, 1975 <br /> <br />The meeting was called to order by Mayor Cox. Those present were <br />Mrs. Oliphant, Mr. Reimann, Mayor Cox, Mr. Mickelson, Mr. Gorham, <br />Mr. Steffen and attorney, ~r. Goodrich. }.{rs. Guy ~Tas absent. <br /> <br />Mr. Cox stated that the purpose Of this meeting was to discuss the <br />City's staffing. <br /> <br />Mr. Stcffen presented the personnel cOmmittee's report, dated <br />June 26, 1975, regarding personnel recommendations. Mr. Reimann moved <br />that the City accept James Thurston's resignation as Building Inspector/ <br />Assessor, the said resignation to be effective June 27, 1975. Motion <br />was seconded by Mr. Gorham. Mrs. Oliphant asked if Jim Thurston had had <br />adequate time to get another position. Mr. Steffen said that M~, <br />Thurston said he had sufficient time with the one-half month's severance <br />pay. Mrs. Oliphant suggested that the City keep Mr. Thurston on for. <br />one month while we advertise for a person to fill his position. She <br />felt that the committee's recommendation of Mr.'Pittmann as temporary <br />Building Inspector was poor because he was not certified by the State. <br />Mr. Gorham stated Mr. Pittmann was certified as he was grandfathered in <br />under State Law. Mrs. Oliphant indicated she didn't think this was <br />sufficient and she further stated that she felt Mr. Thurston would lend <br />some continuity to the City's Building Inspection Department. Mr. Gotham <br />indicated that since he felt that Jim Thurston was asked to resign, he <br />wouldn't put his heart into his job. Mrs. Oliphant responded by <br />indicating that if he didn't have his heart into his job he would so <br />advise the Council. She felt that the Council had'cut him off abruptly, <br />that he was employed only 6 months and had a one-half month's severance. <br />Mrs. Oliphant indicated that she felt it was the lesser of two evils to <br />keep Mr. Thurston on, rather than hire Mr. Pittmann as temporary <br />Building Inspector. Mr. Gorham stated that he felt that the City would <br />be better off to hire Mr. Pittmann as temporary Building Inspector and <br />accept Mr. Thurston's resignation as pres. ented' The question was called. <br />Five ayes and no nays. Motion carried. <br /> <br />The next topic for the meeting was the discussion of Mrs; Nelson and <br />her position. Mrs. Oliphant stated, that Mrs. Nelson had not resigned. <br />Mr. Steffen stated that Mrs. Nelson is a County employee and that the <br />City had terminated her position. ~rs. Oliphant pointed out and <br />referred to the personnel committee's June 6, 1975, staff memo. She <br />indicated that the report stated that Mrs. Nelson would be converted <br />to a City employee on July 1, 1975. Mrs. Oliphant felt that this was <br />a major about face by the personnel committee. Mr. Reimann stated that <br />this was a Council action and not a committee action abolishing <br />Mrs. Nelson's position.MOTiON: Mr. Reimann moved that the City abolish <br />the ~o's.ition held by Mrs. Nelson. Seconded by Mr. Mickelson. ~{r. Cox <br />stated that Mrs. Oliphant stated herself that Mrs. Nelson had too much <br />lei'sure time. ~{r. Cox and Mrs. Oliphant exchanged statements regarding <br />personnel relationships and relationships between Council members. <br />The question was called. Mayor Cox, ~r. Gorham, ~{r. Mickelson and <br />Mr. Reimann voted aye; Mrs. Oliphant voted nay. ~otion carried. <br /> <br />Mr. Reimann moved that the Administrative Consultant for the City be <br />authorized and directed to advertise for a replacement for the Assessor/ <br />Building Inspector immediately. Seconded by Mrs. Oliphant. Five ayes, <br />no hayes. Motion carried. <br /> <br /> <br />
