Special ~eeting of Ramsey City Council <br />June 26, 1975 <br /> <br />The ne×t item On the agenda was the consideration of hiring Bill Pittmann <br />as temporary Building Inspector. Mr. Gotham stated that the personnel <br />committee had contacted Mr. Pittmann and that he was in agreement to <br />act as temporary Building I~spector. He ~as told that the job would <br />last probably only through July. Mr. Pittmann also said he wanted to <br />be under direction of the personnel committee. Mrs. Oliphant indicated <br />that she had contacted Preuse of the Coon Rapids Building Inspection <br />Department on June 26, 1975. That Mr. Preuse said that when he came <br />to Ramsey to act as temporary Building Inspector there were numerous~ <br />problems with Mr. Pittmann's inspections. Mrs. Oliphant said she felt <br />the City was doing a great disservice to the community by hiring <br />~r. Pittmann as temporary Building Inspector. Mr. Gorham asked <br />Mrs. Oliphant to contact Mr. Preuse and ask Mr. Preuse to put his <br />allegations regarding Mr. Pittmann in writing. Mrs. Oliphant stated <br />she didn't think Mr. Preuse would want to be put into such a position. <br />Mr. Gorham stated he had talked to Mr. Preuse and Mr. Preuse had <br />indicated that Mr. Pittmann had done a good inspecting job. Mrs. Oliphant <br />agreed to contact Mr. Preuse regarding getting his statements in <br />writing. Mr. Cox indicated t~at Mr. Preuse told him that Mr. Pittmann <br />had generally done a good job as Building Inspector while he was working <br />for the City of Ramsey. Mr. Gorham said that the personnel committee <br />felt that Mr. Pittmann was a good choice because of the following: <br />(1) financial institutions are not making any conventional loans, <br />therefore this cuts down on the number of building permits being issued; <br />(2) FHA and VA loans all have their o~n inspectors, thus each job is <br />inspected twice; (3) Mr. Pittmann has a knowledge of the area, he would <br />also be able to aid in licensing of contractors and Mr. Gorham indicated <br />that to date not one contractor had been licensed as required by the <br />City's ordinance. ~r. Gorham said that the committee felt that <br />Mr. Pittmann and Sue Thompson could aid i~ this licensing job. <br />Mrs. Oliphant stated that she felt a full time Building Inspector ~as <br />required for the work during the day in order to answer phone inquiries, <br />give information, etc. She indicated that Mr. Pittmann still works at <br />another job and would only be able to work for the City part time and <br />after 4:00. Mr. Cox asked ~ho would inspect next Monday if we don't <br />act no~ to hire a temporary Building Inspector. Mr. Gorham stated that <br />if the City Council didn't endorse Mr. Pittmann unanimously, he wouldn't <br />accept the job. Also~ Mr. Gorham stated that he wouldn't recommend <br />Mr. Pittmann unless he ~ere unanimously endorsed. Mr. Cox stated that <br />no one should be forced to vote if ~e couldn't agree on a particular <br />item. Motion: Mr. ~ickelson moved that we hire Mr. Pittmann as temporary <br />Buildin~ Inspector on a part time basis, not to exceed ~0 days, <br />compensation to be at a rate of $10 per inspection plus .compensation <br />for necessary mileage. Seconded by Mr. Reimann. Mr. ~eimann, Mr. Cox, <br />Mr. Mickelson, Mr. Gorham voted aye, Mrs. Oliphant voted nay. Motion <br />carried. <br /> <br />The nekt item for discussion was that regarding Sue Thompson. Mr. Gotham <br />moved that Mrs. Sue Thompson be requested to serve as a temporary <br />part-time secretary on approximately a one-half time basis with functions <br />to include necessary clerical work with respect to building permit <br />issuance and scheduling of inspections and assistance as a receptionist/ <br />bookkeeper, compensation to be at the rate of $3.75 per hour effective <br />June 26, 1975. It is understood that this is to be a temporary position <br />pending advertising for a ~ermanent general administrative clerk <br /> <br /> <br />
