SPECIAL MEETING OF RAMSEY CITY COUNCIL <br /> June 23, 1975 <br /> <br />The meeting was called to order at 4:00 p.m. by Mayor Cox. Those <br />present were Mrs. Oliphant, Mr. Reimann, Mr. Mickelson, .Mr. Gotham. <br />Also present were blt. Steffen and attorney, Mr. Goodrich. <br /> <br />Mr. Cox i. ndS cated that we would review the committee report from the <br />special per~onnel and internal management committee, which report is <br />dated June 6, 19'/5. Mr. Steffen indicated that we would take up the <br />second half of the report at a later date, which portion of the report <br />deals with administrative staff facilities and long range facility <br />needs° lie ~urther indicated that the first half of the report dealing <br />with the staffing question has specifically three areas. <br /> <br />The first J.~ the leadership question among the present staff. This <br />will require one new position. The second is the creation of three <br />new positions. The third is the critique of existing personnel <br />performance, it is also noted that two people have 6-month reviews co~'.ing <br />up. Mr. Gotham indicated that he and Mr. Reimann feel that at presen.'c <br />we do not have a leader among the existing staff. He further indicated <br />that an ad'minJstrative assistant is needed. That a building ~nspecto~-/ <br />assessor is secondarily needed. Mr. Reimann agreed with this~ <br />Mr~ i/eimann stated theft it was thought Mr~ Thurston would work as a <br />leader and organize the staff but that this didn't seem to work out and <br />Mr. Thu:,:ston didn't care to take on this type of responsibility~ Mr. Cox <br />then summarized stating that the number one position needed at present is <br />an administrative assistant who would be a clerk treasurer and be <br />responsib]e only to the City Council. Mr. Reimann stated that someone was <br />needed wh.o cou]d answer day-to-day questions but that the Council sti]l <br />would roma:in and act ~s the governinf~ body. <br /> <br />Mr. Gotham indicated that building permits were down during the ),ear and <br />that -present economic conditions indicate that they will rema.~n so. <br />Therefore, the building inspector/assessor position would be compatible. <br /> <br />Mr o Gotham then stated that an administrative assistant, building <br />inspector/assessor and secretary/receptionistwould cost only approximately <br />$37~000o This was less than we now pay for s%affingo <br /> <br />Mrs. Oliphant indicated that it might be prema2ure at present for a <br />fu!l..tJme administrative assistant° She said that the same may be <br />needed within 6 months to a year, but thinks that because of 1the slow <br />bu21din./i starts, etc., we don't need a full time adminstrative <br />assJ. 6tanl.. She indicated that she would like: to retain Mr~ Stei:fen <br />for ano'/he~; 6 months to one year. She .thinks that Mr. Steffen's <br />sexwices have been invaluable. In summary~ Mrs. Oliphant <br />~nd]cated that the staffing problem could be resolved as follows: <br />(1) retain Hr. Steffen and consider a full%line administrative assistant <br />within 6 months to one year (2) retain a fulltime building in~;pector/ <br /> <br /> <br />
