Steffen would be authorized to accept Mr. Thurston's <br />reslgnat:iO~ho Mr. Cox indicated that he wanted to do whatever they could <br />for ~'~Y. 'l'h~rston in phasing him out and that specifically, no one has any <br />hard feelings regarding the work relationship that the City and Mr o <br />'£hurston 'have ]had over the past six months. <br /> <br />Mrs° Guy and her position with the City was the next topic of discussion. <br />Mr o Cox indicated that .~[rs. Guy is of retirement age and that he does <br />~o~i~ want to phase her out of the immediate future. He indicated that <br />Mrs. Guy has stated that she does desire to be phased out° }~'e further <br />ind[icated that she ]has accepted a community commitment and that the <br />Coral. oil has put ]her in a tough uncomfortable situation° On certain <br />occasions J.~t has made her attitude poor in some areas° She has had no <br />guidance a~d in this respect~ the Council has been unfair to her. She <br />has had weekly harrassment, which isn't necessary. He indicated that we <br />should give her a 90-day period to phase out. Mr0 Gotham sta'ced that wit] <br />the loss of Mr. Thurs-ton and Mrs. Guy within 90 days there is a definite <br />need for an adminis'trative assistant. Hr. Cox stated that anyone who is <br />hired must ]have assistance as no one is capable of handling t[he full load. <br /> <br />Mr. Gotham stated that 90 days from now we should phase out !qts. Guy and <br />durin~ 'i~hi.~ pe-r~.od she can help the administrative assistant in learning <br />about the city and its administration. M,r..Cox said that Mrs. Guy would <br />be willing to do as Mr. Gorham stated. <br /> <br />Mr, Reima~n. felt that 90 days may be too soon for Mrs° Guy to be phased <br />out a~d perhaps 6 months would be a more appropriate period. ~4r. Steffen <br />s'~ated '~:hat the sooner Mrs. Guy forma'tly -retires the better off she <br />· wou~[d be a:~ regards PERA and other retirement income, tie stated that <br />Mr'.s. Guy sl~ould check out the specifics with PERA~ <br /> <br />'l~ro Steffe~. then asked what is the consensus of the Council. Mr. Cox <br /> .';'i:a~:ed t]~.at Mr. Steffen should sit down with Mrs. Guy and discuss her <br /> PERA ~itua'i:ion and make recommendations to her regarding the best way <br /> to proceed. <br /> <br />Mrs° Oliphant, Mr. Reimann, Hro Cox, Mr. Mickelson and Mr. Gotham all <br />agreed 'ith. a'L a target date of October 1 should be set for phasing out <br />Mrs~ Guy and her re~'cirement. <br /> <br />Mrs~ Nelson and her position with the City was the Council's next topic <br />of d :i,'; cu~;s ion. <br /> <br />Mr~ Cox indicated that Mrs. Nelson was hired under CETA, thai: her <br />· lWrOb~'i~:io~, e~d_~ August I or shortly thereafter, He wondered if she can <br />assume'.'~hat m~.~jor role laid out for her. Mr. Steffen indicated that he <br />doe.,; '~o'i~ know ~,~rs. Nelson well~ but felt that if she were properly <br /><t:i.',~cc'~cd she could handle the job. She has some municipal government <br />backg-~'om~d~ ~Ie thinks she can handle the bookkeeping, that she has never <br />bee~ toy;ted in thi..s regard. Hr. Steffen thinks the real issue is whether <br />o~- no-i: Mr.'~. Nelson is working out. Her role with Mrs. Guy has gotten <br />mi×cd u.p~ but this may be because of no leadership within the City Hall <br />s'~affin[~.
