Hr. Cox <br />stated that Hrs. Nelson just indicated that she had never heard of one <br />but tha'a she did not make an independent investigation by looking at the <br />maps, etCo, tha'c she told the person there was not such a street within <br />the Ci'~y, but then Hro Cox advised her that there was such a sS~reet in <br />'the nor~chwe~t corner of the City. Mr. Cox stated that Mrs. Nelson has <br />an. obligation to do the job and by this incident it appeared to him that <br />she was no'L doing the job. <br /> <br />Mrs~ Oli~iphant said that she felt Mrs. Nelson was intimidated by Hr. Cox° <br />She said Mr. Cox made nasty comments to her~ 'chat she couldn't remember <br />what those comments were. <br /> <br />There was then a general discussion between Mrs. Oliphant and 5'Ir~ Cox <br />regarding Mrs. Ol:i. ph.~nt's presence at the .City Hall Tuesday mo-J'ning. <br />Fir. Cox asked bits. Oliphant how he intimidated the staff and there was <br />a general discussion of 'chis entire situation° <br /> <br /> Mr~ M:[cke].son said he thinks that Mrs. Oliphant's presence at 'i:he City <br /> IIall on Tuesday mornings affects the operation of the entire o:Ffice. <br /> There wa5 't:he]x a lengthy discussion between Mrs. Olipbant and blt. Cox stated that people employed by the City <br /> <br />· must do '~he job, that they must have gumption to get up and go., Hr. Steffen <br /> said 'Chat this is a problem with all governmental operations. <br /> <br />Hr~ HickeJson s'Cated that he felt City employees must answer to the entire <br />Council and not 'ao just one Council member~ Hro Steffen stated that <br />Hrs o Nelson has 30 days left on her probation period and that even though <br />she was a CJiTA employee, her position could be abolished and the City <br />would have no obligation to retain her° <br /> <br />Hr~ Si:ef]~en summarized stating with regard to Mtso Nelson the Council's <br />fo!Jo~.2Sng ep-cions: (1) abolish her position; (2) watch her and see if her <br />performance 5mproves in light of the staff changes already discussed <br />at t]~J.s meeting; (5) advise her that she is to be the number one <br />sec:ceta'ry,fof the City° Hr. Gorham felt ghat Hrs. Nelson should be <br />reviewer[ :~t the end of the next 30 days. He didn't think that any <br />decisSon on her position should be made now~ Hr. Steffen indicated that <br />new s'i:a'l'[' people have a hard time dealing with Council dissention and <br />t]~ink.s 'ithat bh's~ Nelson made an honest mistake regarding Mr. Oliphant's <br />appeal 'Ft]e.o Mr. Re5mann said that even though we might revie~ her in <br />30 day~,~, we. need some idea at this point as to what will happen at that <br />tSme.
