Cox stated that the person in this position should be the most <br />qu. alifJed and that if at present we do not have such a person then we <br />better t,'et going and hire such a person. Mr. $Iickelson statect that as <br />far ~s he knew at this. time Mrs. Nelson had not proved that st'!e is <br />qualified and that the Council better find out whether or not she is. <br />Mr. (;o~:ham .~ta'ted that he does not know if Mrs. Nelson is or is not <br />qualif:iedo Mr. blickelson stated that Mrs. Nelson at this time has not <br />accepted the responsibility but that maybe she needs more time and that <br />someone needs l:o talk to her regarding her present employment~ <br /> <br />bdro Cox ~';'a~qted that the person we have must be able to get the job done° <br />We can't have anyone who is not willing to go forward. Mrs° Oliphant <br />said that ~he ~s not in any position to tell how good Mrs. Nelson is at <br />all hcx' job tasks. Mrs. Oliphant thinks that Mrs. Nelson does need <br />direction; she has some reservation on moving her into blrs. Goy's <br />position; she does think she works well under direction~ that maybe at <br />the pre~ent she has too much free time but an administrative ~ssistant <br />could perhaps resolve this problem. <br /> <br />in summary~ Mrs° Oliphant feels that Mrs,' .Nelson could possibly handle <br />a posJtio~t ot' initiative and responsibility but ~hat she would want to <br />reserve.the final determination of this after appropriate tes'['.ing and <br />observation, Mr, Mickelson stated that even if a person has direction <br />if '[]~at ])erson does not have initiative then that person would not be a <br />good employee. Mr, Gorham stated that if a person has no initiative <br />then s~ch a person would not be a good receptionist/secretary as the <br />C;ity i~ seeking to hire. Mrs~ Oliphant responded 'chat Mrs. Nelson has <br />not been ~sufficiently tested to make a final determination~ b'ir~ Cox <br />stab'Led th;~t if a person has leisure time, then he should have initiative <br />· to ~o ahead. Mrs. Oliphant said that Mrs. Nelson does ask Mrs. Guy <br />as to what she should do~ Mr. Gotham stated 'chat Mrs~ Nelson should be <br />re-evaluated :i.n 30 days. That since we just asked the buildii'~g inspector/ <br />assessor to resign, Mrs~ Nelson could act as a transition <br />Mr~ Steffen indicated that since we were dealing with all personalities, <br />we should also discuss Sue Thompson~ He stated that she needs '~raining <br />in t_he bookkeeping function; that the Ci%y should either train Sue <br />Thom-f>son. or M'rs~ Nelson in this bookkeeping area. Mr~ Gorham stated 2hat <br />the problem of what we do with the building inspector/assessor position <br />guide~ the other personnel decisions. He would like to see the <br />following: (1) administrative assistant; (2) full time secretary/ <br />rece])tJonist/bookkeeper; (3) building, inspector/assessor who would do <br />his own oler.ical work. <br /> <br />MF~ ~teffen doesn't feel that the City can get by with just o~-~e secretary. <br />Ilo then a~ked about Mrs~ Nelson and what type of consensus the Council had <br />arrived ;~i, regarding her position. Mr~ Cox stated that we should keep <br />a t)uJldJ_n?, -in~pector/assessor as a full time position provided he does <br />his own c].erical work. He stated that since Mr~ Thurston thinks this <br />kind of job cz~n be done that this is a possibility.
