Christenson, Chairman <br />Minnesota Environmental Quality.Council <br />Capitol Square Building <br />550 Cedar Street' <br />St. Paul, Minnesota 55101 <br /> <br />City Council <br />City of Ramsey <br /> <br />COMMENTS ON THE PROPOSED CRITICAL AREA DESIGNATION <br />OF THE MISSISSIPPI RIVER CORRIDOR IN THE CITY OF RAMSEY <br /> <br />The City Council of the City of Ramsey is concerned about preserva- <br />tion of 'Lhe natural resource which is available along the shore of <br />the Mississippi River as it passes through this City. We find it <br />difficult to be critical of the proposed designation in view of <br />this concern, because such criticism tends to place an adverse <br />implication upon the Council. Notwithstanding this concern,, we <br />believe that the following aspects of the recommendations prepared <br />'by 'the Metropolitan Council staff should be reviewed in the interest <br />of balancing private versus public benefits and costs and in balancin <br />the interests of the local area against the interests of the metro- <br />politan area and the State of Minnesota as a whole. <br /> <br />The proposed boundary in the City of Ramsey includes river use <br />concerns and highway use concerns within the proposed Critical <br />Area. When these boundaries are compared with the boundaries <br />throughout the remainder of the corridor, it is obvious that <br />they are considerably wider than would appear necessary for the <br />preservation of the river from either an aesthetic point of <br />view or a pollution control point of view. The Council there- <br />fore urges that the boundary line within the City of Ramsey be <br />re-examined by the Environmental Quality Council and that it <br />be established to include only that portion of the shoreland <br />necessary to protect aesthetic and water quality features. <br />In our opinion, the proper boundary would be approximately <br />300 feet from the high water line or the 100 year flood line, <br /> <br /> <br />
