CITY OF RAMSEY COUNCIL MEETING <br /> June 9, 1975 <br /> <br />Citizen Input: <br /> <br />Mr. Robert Oliphant._said he had left a folder at the City Hall <br />after the Board of Adjustment meeting on May 15, 1975 and that <br />it had been copied by an employee. He asked'acommittee to <br />convene to investigate this. Mr. Cox.stated thiswould be re- <br />viewed or placed on the. agenda, at a future meeting. Mr. Oltphant <br />asked that the acting_mayor investigate-this .matter and appoint a <br />committee for this purpose. Hr. Goodrich stated he wanted Mr. <br />Oliphant's complai~tin writing. Mr. Goodrich stated this then <br />would be placed on the agenda for June 23rd for further Council <br />action. <br /> <br />Agenda Approval:Mr. Gorhamfeels.the Flood ?lain~presentation <br />should be made to the Planning & Zoning Commission but that as <br /> <br />long as they were here they could .m~ke..a short presentation. This <br />should be heard by the Planning &Zoning Commission. <br /> <br />Mr. Reimannmovedwe..accept the agenda for tonite with the indi- <br />'cared ehan~es, Seconded by Mr. Mickelson.-"Motion carried unani- <br />mously. <br /> <br />Mr. Lowell Guetzkow: He spoke about the Flood Insurance Program. <br />James Wright, Mike Robinson, Assistant and'Mr. Lowell Guetzkowof <br />the U. S. Geological Survey were introduced. Mr. Guetzkow said <br />everyone must carr.y their own flood insurance. They have completed <br />the Mississippi River thru Elk.River. Thel00 year flood becomes <br />the flood plain. This is called, the floodway. The committee must <br />designate the,.floodway. Within the floodway there shall be no <br />building. There can be playgrounds, parking, roads, etc. He <br />showed some maps .showing floodway in Ramsey. The'red line on the <br />map was the floodway that hadbeen suggested. This means the area <br />going away from the river could be developed.~ For industrial, they <br />allow flood, proofing. They .are requesting HUD. to put Ramsey high <br />on the priority list. Thiswill be the basis for zoning.required <br />by the state and federal government.. If we do not provide a flood <br />plain, they will be required to provide one.~ If wewish, they <br />will do the whole city for us, otherwise woW iii. have to hire some- <br />one to do it for us. Mr. Steffen asked, in. terms of a time table, <br />when will this be done? Answer: The Mississippi has been done. <br />The Rum Riverwill be done. in.three to four months. In the next <br />few months, let them know what we are going, to do.. We must adopt <br />a flood plain ordinance 'within the next six. month~s it has been <br />explained to us. They offered us their assistance. We can proceed <br />any time we are ready. The Council decidedlthey want Planning & <br />Zoning to go over 'this matter. <br /> <br />Mr. Cox asked for report on Committees. <br /> <br />Mr. Gorb,m said the liquor committee is waitingfor the. Council <br />to act on a decision as to which way it wants to go on the off <br />sale liquor question. He said the liquor committee has been get- <br />ting many calls asking whatway the liquor committee wants to go <br /> <br />on the liquor question, Until the Council acts, they cannot give <br />any answers on this question. <br /> <br /> <br />
