Mr. Gotham felt a house to be moved in should require <br />a variance of some type. Mr. Cox asked if we should have a thorough <br />inspection by the .thxilding Inspector. Mr. Steffen suggested we look <br />into this type ordinance such as Coon Rapids and Andover. Mr. Cox <br />suggested we ask Mr. Thurston to check with some of our neighboring <br />communities about their ordinances, such as Coon Rapids. The Clerk <br />was then directed to request that Mr. Thurston obtain this informa- <br />tion. <br /> <br />Precinct Division: Mr. Gorham said if they are going to vote in <br />the same building, he doesn't know if he would.agree with having <br />two precincts. Mr. Cox said if the building is large enough so the <br />two precincts could vote .away from each other, this~ would make a <br />difference and would make .the counting time much shorter. Mr. Stef- <br />fen said if you use paper ballots, -you. need two precincts, '. definitely. <br />If you use machines, then you can stay with one precinct. Precinct <br />division makes a difference in the section .division, redistricting <br />could enter into this question. Precinct division will be on the <br />next agenda. Mayor Cox asked Mr. Mickelson to check out this ques- <br />tion. <br /> <br />Committee on Personnel and Internal ~lanagement report. Mr. Gotham <br />~ants to review this report this eVening. Mr. GOtham moved_we sus- <br />pend the rules of meeting closing.time as s~'t forth by.this Council <br />for this evening. Seconded by Mr. Reimann. Motion carried unani- <br />mously. <br /> <br />Mr. Reimann read their recommendationwhich was for an administra- <br />tive assistant~-clerk-treasurer, building inspector-assessor, records <br />secretary, and receptionist-bookkeeper. Mr. Steffen is doing the <br />administrative cOnsultantnow at $25.00per hour andthey feel they <br />could do this for less money. The Council commended the committee <br />for the work they had put into it. Discussion on these matters. <br /> <br />~iscussion on new municipal-building. Mr. Gorhamread this pa. rt <br />of the committee report. It would cost $100,000 for the building <br />over a 10 year period at 5.5% interest. 197~ valuation is $1~,215, <br />679. We would have to have a referendum. We would also have to <br />have a bond issue to pay for such a building. Mr. Steffen saidthe <br />timing was right to consider building a municipal building. <br /> <br />Letter from Supt. Erlin~ Johnson about putting up a new building <br />for office space for the Dist. 11 administration. The Council agreed <br />they were in favor of keeping the administration at the present lo- <br />cation in view~of the fact that the interceptor is being put out <br />there for the use of this building, the hi. ghway signals were put <br />at the present location for the use of the school building, a couple <br />of the board membersfeelit should stay where it is-~nd that it is <br />not necessary to put up another building and that this would be the <br />most desirable decision from the taxpayers' point of view. <br /> <br /> <br />
