COMBINED MEETING

CITY COUNCIL & PLANNING & ZONING COMMISSION OF CITY OF RAMSEY
'May 28, 1975

The meeting was called to order at 7:30 p.m. by Mayor Cox.
were Mr. Gorham~ Mr. Reimann, and Mr. Mickelson.

Present

.~he purpose of this meeting is to discuss planning and zoning for
our community.

Present from the Planning & Zoning Commmission were Mr. Sorteberg,
Mr. Pittman, Mr. Zimmerman, Mr. Klohs, Mr. Gamec, Mr. Bodle and Mr.
Fossmm.

In zoning, we may want more restrictive measures than we have at
the present time. The area south from 153rd is being considered
between #47 and #5 to the City limits of Anoka. Mr. Cox said we
have had previous meetings to discuss these proposals and have not
given direction to the Planning & Zoning Commission. He feels we
should indicate to them what direction we plan to go. Mr. Fricke
said possibly we can put more control in the Zoning Ordinance in
the B-1 area. We could possibly set up another category like retail
shopping, etc. There are any number of ways to approach an area
but we should be sure to have good control. We could have office
buildings, high rise buildings and apartment buildings. Mr. Cox
said the latest information on the interceptor is that they are
bringing it to the Dunham and Brom Addition. There would be the
possibility of sewer facilities being paid for by the commercial
area. He said we should make a recommendation to the Planning and
Zoning Commission as to what kind of controls we should have. The
Metropolitan Council was asked about the location of commercial on
#47 south of 153rd to Industry Blvd. and at no time did they ever
indicate this was not a good location. The County will work with
us on the east west road thru the industrial park thru to the And-
over area. This crossing would open up the marketing area. The
County is getting 2~% of our real estate taxes now. Anoka does
not have enough parking area to be a shopping center and so it would
seem that p~ople would come up here if this was developed. With all
the meetings we have had with other agencies, it seems this area would
be the feasible place to have it and he thinks we should discourage
residential development in this area. Mr. Fricke thinks Sunfish Lake
Blvd. should be the traffic corridor and said it make much more sense
than the one proposed by Anoka. Anoka is having trouble to find
enough mileage for federal aid.' As soon as the bridge location is
determined, there will be a great deal of pressure for commercial
development near the bridge.

~r. Gorham moved that the Council designate the area south of 153rd
Ave. N.W. and proceeding along Highway #47 and No. 5 south to Indus-
try Blvd. as the area to encourage future commercial and high density
development and to proceed to enter into discussion with the Planning
and Zoning Commission as to how best to develop the above mentioned
area and what restrictions should be in this area so.as to insure
good development. Seconded by Mr. Mickelson. Motion carried unani-
mously.
