- 2 - C.C.P&ZS/28/7!

Announcement: On Tuesday, June 3, 1975, at 6:30 p.m. the Ramsey
Police Department will be sworn in at the Ramsey Elementary School.

Mr, Gorham moved we adjourn the Council meeting. Seconded by Mr.
Reimann. Motion carried unanimously. Meeting adjourned at 8:05

pm.

Combined meeting of the Council and Planning & Zoning Commission
called to order by the Mayor. Mr. Cox stated we have with us Mr.
Fricke and Mr. Ratikka from Consulting Engineers Diversified, Inc.
Mr. Cox said we should determine what type of permitted uses will
be allowed in this area. We can decide what type of businesses
should be here so when people come in this can be explained to them.
This will give Planning & Zoning eome direction as to what is
expected and desired in this area. The MC said they are allowing
us three plus square miles of commercial area. In view of the fact
that we lost commercial area to Anoka we must be taking this into
account. We should possibly be very restrictive on Highway No. 10.
We want safe access in our shopping area without having to get out
into major traffic such as Highway 10. People in Ramsey need jobs
and we should try to provide jobs for our people. He is opening up
this meeting to discuss and designate the area under consideration
as our commercial area.

Mr. Fricke drew in the areas on a map showing proposed roads in
the industrial and commercial areas. The biggest demand right now
is for wooded river lots.

Mr. Cox stated many people feel commercial development will require
sewer but it is just the reverse. It is the residential development
that brings sewerage.

Mr. Fricke said 153rd Ave. is a key road for circulation of traffic.
#5 and #~7 are going to stay.

8:35 Mrs. Oliphant arrived.

Mr. Fricke said federal aid urban funding is very oversubscribed
now.

Mr. Steffen asked What permitted uses do we want in this area° What
uses should be prohibited and what kinds can go in without any con-
trols? We should restrict the permitted uses and not have B-1 and
B-2, just one B district.

They listed permitted uses and then the condition uses. They trans-
ferred from permitted uses to condition uses the following: Drink-
lng and eating places, public buildings, parking lots, wholesale
business (put these industrial area), and hospital.

Mr. Fricke suggested a site plan on anything over an acre of land.
Mr. Cox showed the tax figures and explained why we need a tax base
in our community. We have Highway #10, major railroad tracks and
an urban community as assets.
