PUBLIC HEARING <br /> <br />Carson-Holm Sketch Plan <br /> <br />May 20, 1975 <br /> <br />The hearing was called to order by the pro tem Mayor, Mr. Gorham. <br />Present Mr. Reimann, Mr. Mickelson and Mrs. Oliphant. <br /> <br />Mr. Gotham described the property on the map which is under con- <br />sideration this evening. Mr. Carson~ Mr. Holm, the developers, <br />Mr. Hoium their surveyor, and Mr. Larry Sieberling of Integrated <br />Services were present. Mr. Sieberling feels their plans for this <br />land is the best land use for this property. Mr. Cox arrived at <br />this time and took over chairing the meeting. Mr. Cox ind~ated <br />he did not feel their present plans were the best zoning for this <br />area. Mr. Sieberling feels it will be a long time before this <br />land is used for industrial purposes. He feels the radio tower <br />is open space. They suggested using the land south of the City <br />Hall, but which does not belong to Carson-Holm, should be used <br />for recreational purposes. They feel the B-2 area on #47 would <br />be a neighborhood facility. They have an R-2, high"density site <br />on Industry Blvd. They think the two circles could be connected, <br />if so desired but the grade is very steep. The land in the North- <br />west corner is quite wet. Aerial maps of this area were viewed <br />by the Council. Mrs. Oliphant likes the plan but would like more <br />I-1 zone. She said as far as the MC is concerned, this is the <br />area they have selected to have sewer first. On some of this pro- <br />perty the 100 year flood plain shows that some of this property <br />is lower than that. Some of the low lots would not be buildable <br />for houses but could be used for industrial. It would provide <br />much more tax base as industry than as houses. It is highly <br />probable that a County road would go thru this land. Before this <br />Council can act on this, we would have. to determine where the <br />thoroughfare road for the bridge across the Rum River would go. <br />Therefore it is not appropriate for the Council to act on this <br />rezoning at this time. Mr. Gorham pointed out that no determina- <br />tion will be made at this hearing as this is a public hearing <br />only for the purpose of taking information from those present. <br /> <br />Mr. S±eberling said he felt small office buildings would be all <br />right such as electric assembly, etc. He also said land that did <br />not look industrialish but was about 400 feet deep can function <br />well for industry or even at a 300 foot depth. If it would function <br />better to have a deeper industrial land use, it would be very easy <br />to ask for a deeper industrial zone. They established a higher <br />residential density use and would plan buffering between these <br />land uses. Mr. Carson said the higher density residential use <br />would have to be serviced by sewer and water before it was used <br />for this purpose. Mr. Reimann asked what type of recreational <br />use they had in mind along Highway #47. Mr. Sieberling feels the <br />land south of the City Hall could be used for this purpose. <br /> <br /> <br />
