4. GENERAL PLAN <br /> <br /> Pursuant to the rec'ommendations of the 'Police <br /> Committee and discussions with 'the Pollice Chief <br /> named above, the City COuncil hereby adopts'as <br /> policy a policing program which 'involves police i <br />· patrol coverage of approXimately eighf hours perl <br /> day seven days per week.' The Police Chief sh~ll' h~ve <br /> the authority to add patrol time 'if necessary to.deal <br /> with specific law enforcement emergencies or activities <br /> but such 'actions should involve n0tification of'the <br /> Council in advance,' if possible.' <br /> <br />The Police Chief shgll be. charged with 'the responsibility <br />of developing schedules 'for patrol coverage 'and sh~ll <br />be accountable for maintaining the level of service on <br />a monthly basis 'approximately equal to the 'pro rata <br />monthly bUdget availabIe and in conformance with ithe max- <br />imum staffing hOurs indicated above. <br /> <br />The Police Chief shall be responsible for developing <br />community education programs and the police reserve <br />program as set forth in the Report of the Police Committee <br />dated February 12, 1975. <br /> <br />The Police Chief shall make monthIy reports 'to the Council <br />indicating the total patrol hours utilized in the pre-' <br />ceding month; overtime utilization and operating cost <br />data sufficient to'indicate relationship of the Program <br />to total budget.. <br /> <br />Final authority to. hire, suspend or dismiss personnel <br />shall rest with 'the City Council. No employee of the de- <br />partment who has 'completed his probation period shall be <br />suspended for more than three days or dismissed except <br />for cause. Such employee shall be afforded a public hearing <br />at his-request on the question of suspension or dismissal. <br />The Police Chief shall be responsible for making personnel <br />hiring, discipline or dismissal 'recommen'dations to the <br />Council on his own initiative or in response to a request <br />from the Council. He shall provide an annual evaluation <br />of the performance of each 'patrol officer under his juris- <br />diction for review by the Council.
