Mr. Cox said he does not like to spend highway money to acquire right of way land which when roads are built will benefit the abutting property owners. Also if we spend our money on engineer- ing fees to get costs, we will not have much money left with which to build the roads. Mr. Steffen said he was sure the engineers have a listing of the costs on the MSA roads and Mr. Mickelson agreed to have his Committee do further study and work with the City Engineer to determine a street priority list. AiEport ~nd ~ions Beer ~ice~$e: Mr. Cole stated if the airport could not have the beer license there would be no show. He further stated that the Lions and Air Show co. uld not reach an agreement as to which group would sell beer. Mr. Gorham read a letter from Mr. Richard Johnson. Mr. Cox read a letter from Mr. Sueter concerning the disposition of revenues from the last air show. Mr. Reimann asked the Lions Club representatives if they had checked into the possibility of having a carnival at the air show. They replied they had but because it was July &th week end, they had not found any. Mr. Reimann suggested they start working on securing a carnival for next year's air show. Mr. Gorham moved to rescind the motions made at the March lO, 1975 Council meeting which granted 3.2 beer licenses to each group for the Air Show, which motion was subject to the City Attorney's approval as to form and legality. Seconded by Mr. Reimann. Mr. Cox, Mr. Gorham, Mr. Reimann, and Mr. Mickelson voted yes and Mrs. Oliphant voted no. Trees for Residents: Mr. Reimann spoke about trees available at a reasonable, p'ric¥' for our residents. Orders must be in by May 2nd. They will be available at the City Hall on May 10th. Continuation of Air Show beer license discussion: Mr. Richard Johnson stated the Ai~'Sn6w'nad made some comitments already in reliance on getting the beer license. Mr. Goodrich asked the Air Show to let.%~im know what these commitments were. The Air Show had already~for their license but had not received it pending their agreement with the Lions Club. Mr. Gorham passed out the proposed liquor ordinance. He feels the C'oun'c'il ShoUld s't~dy it carefully before any action is taken. Highway Committee continued. Mr. Mickelson said he needed Council '~c~ion on ~sing the engYneers for cost estimates. Mr. Gorham said he understood the Highway Committee wo~ld get the cost estimates from the MSA program. Mr. Reimann feels we should have a choice of more than one road on which to put priority and then go on from there. Engineer should attend the Committee meeting and the Com- mittee can call upon the Engineer at its discretion Police Rules & Regulations: Mr. Reimann moved we adopt Ordinance 75~, establishing a police department aHd authorizing the City Council to designate personnel, establish ranks, personnel rules and compensation, that the City Council adopt the attached memoran- dum entitled Police Department Personnel Plan and Rules, dated
