(a) Assist the Federal Insurance Administrator, at his re- <br />quest, in delineating the limit~ of the areas having special flood <br />hazards on available local maps~.~of sufficient scale to identify <br />the location of building sites. <br /> <br /> (b) Provide such information as the Federal Insurance Admin- <br />istrator may request concerning present uses and occupancy of the <br />flood plain area. <br /> <br /> (c) Maintain for public inspection and furnishing upon request, <br />with respect to each area having special flood hazards, information <br />on elevations (in relation to mean sea level) of the lowest floors <br />of all new or substantially improved structures. <br /> <br /> (d) Cooperate with federal, state and local agencies and pri- <br />vate firms which undertake to study, survey, map, and identify <br />flood plain areas, and cooperate with neighboring communities with <br />respect to management of adjoining flood plain areas in order to <br />prevent aggravation of existing hazards. <br /> <br /> (e) Submit on the anniversary date of the City's initial eligi- <br />bility, an annual report to the administrator on the progress made <br />during the past year within the City and the development and imple- <br />mentation of flood plain management measures. <br /> <br /> (2) Take such other official action as may be reasonably neces- <br />sary to carry out the objectives of the program. <br /> <br />WHEREAS, the City of Ramsey has adopted and is en~orcing the Minne- <br />sota State Building Code and Zoning Ordinance 73-5; and <br /> <br />WHEREAS, the Minnesota State Building Code and Zoning Ordinance 73- <br />5 prohibits any person, firm or corporation from erecting, construc- <br />ting, enlarging, altering, repairing, improving, moving or demolish- <br />ing any building or structure without first obtaining a separate <br />building permit for each building or structure from the Zoning Offi- <br />cer; and <br /> <br />WHEREAS, the Zoning Officer must examine all plans and specifications <br />for the lproposed construction when application is made to the Zoning <br />Officer for the building permit. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Ramsey: <br /> <br /> (1) That the Zoning Officer shall review all building per- <br />mit applications for new construction or substantial improvements <br />to determine whether proposed building sites will be reasonably <br />safe from flooding. If a proposed building site is in a location <br />that has a flood hazard, any proposed~new construction or substantial <br />improvement (including prefabricated and mobile homes) must (i) be <br />designed (or modified) and anchored to prevent flotation, collapse, <br />or lateral movement of the structure, (ii) use construction materials <br />and utility equipment that are resistant to flood damage, and (iii) <br /> <br /> <br />
