(a) Assist the Federal Insurance Administrator, at his re- quest, in delineating the limit~ of the areas having special flood hazards on available local maps~.~of sufficient scale to identify the location of building sites. (b) Provide such information as the Federal Insurance Admin- istrator may request concerning present uses and occupancy of the flood plain area. (c) Maintain for public inspection and furnishing upon request, with respect to each area having special flood hazards, information on elevations (in relation to mean sea level) of the lowest floors of all new or substantially improved structures. (d) Cooperate with federal, state and local agencies and pri- vate firms which undertake to study, survey, map, and identify flood plain areas, and cooperate with neighboring communities with respect to management of adjoining flood plain areas in order to prevent aggravation of existing hazards. (e) Submit on the anniversary date of the City's initial eligi- bility, an annual report to the administrator on the progress made during the past year within the City and the development and imple- mentation of flood plain management measures. (2) Take such other official action as may be reasonably neces- sary to carry out the objectives of the program. WHEREAS, the City of Ramsey has adopted and is en~orcing the Minne- sota State Building Code and Zoning Ordinance 73-5; and WHEREAS, the Minnesota State Building Code and Zoning Ordinance 73- 5 prohibits any person, firm or corporation from erecting, construc- ting, enlarging, altering, repairing, improving, moving or demolish- ing any building or structure without first obtaining a separate building permit for each building or structure from the Zoning Offi- cer; and WHEREAS, the Zoning Officer must examine all plans and specifications for the lproposed construction when application is made to the Zoning Officer for the building permit. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ramsey: (1) That the Zoning Officer shall review all building per- mit applications for new construction or substantial improvements to determine whether proposed building sites will be reasonably safe from flooding. If a proposed building site is in a location that has a flood hazard, any proposed~new construction or substantial improvement (including prefabricated and mobile homes) must (i) be designed (or modified) and anchored to prevent flotation, collapse, or lateral movement of the structure, (ii) use construction materials and utility equipment that are resistant to flood damage, and (iii)
