use construction methods and practices that will minimize flood <br />damage; and <br /> <br /> (2) The Zoning Officer shall review subdivision proposals <br />and other proposed new developments to assure that (i) all such <br />proposals are consistent with the need to minimize floor damage, <br />(ii) all public utilities and facilities, such as sewer, gas, <br />electrical, and water systems are located, elevated and constructed <br />to minimize or eliminate flood damage, and (iii) adequate drainage <br />is provided so as to reduce exposure to flood hazards; and <br /> <br /> (3) That the Zoning Officer shall require new or replace- <br />ment water supply systems and/or sanitary sewage systems to be <br />designed to minimize or eliminate infiltration of flood waters into <br />the systems and discharges from the systems into flood waters, and <br />require on-site waste disposal systems to be located so as to avoid <br />impairment of them or contamination from them during flooding. <br /> <br />Seconded by Mr. Mickelson. Motion carried unanimously. <br /> <br />Mr. Reimann moved we adopt the Land Use in flood plain areas as <br />presented by Mr. Steffen. Seconded by Mr. Mickelson. Motion carried <br />unanimously. Zoning Officer is to prepare the applications. <br /> <br />Discussion on parking ordinance. <br /> <br />Subdivision Ordinance: Mr. Goodrich presented a proposed subdivision <br />brdin~nce. This will be reviewed by the Council for the next meeting. <br /> <br />Bruce Bacont Tree & Weed Inspector: Discussion on City's tree disease <br />~l'an '~repar~ ~y M~. BaCon and 'which is to be sent to the State. Mr. <br />Mickelson moved we submit the Tree & Weed Inspector's report to the <br />State. Seconded by Mr. Gotham. Motion carried unanimously. <br /> <br />Communications: Mr. Cox read a letter from-Ruby Danielson offering <br />%he Bulen property for sale to the City. Mr. Albert has offered <br />to meet with anyone from the City of Ramsey regarding property for <br />municipal buildings. It was suggested the Council sit down and <br />review this matter. <br /> <br />We received a letter from Mr. Schmidt of the State Bank of Anoka <br />regarding the sign bearing their ad on Highway #&7 north of the City <br />Hall which is in a very dilapidated conditions. This sign is no <br />longer theirs and they suggested we contact the property owner to <br />find the owner of the sign and then we could ask them to remove it. <br /> <br />In view of the fact that it is past eleven o'clock and the agenda <br />is not finished, we will meet next Monday, May 5th, at 7:30 p.m. <br />here at the school. <br /> <br />Mr. Gorham moved we pay the bills as listed, along with the Weed <br />'lnspector's ~il~age. Seconded by Mr. Reimann. Mrs. Oliphant sug- <br />gested that the attorney's claim for research and letter to the <br />Attorney General regarding Mr. Gorham's alleged conflict of interest <br />in the Hwy. #5 and #~7 question be paid by Mr. Gorham, as Mrs. Oliphant <br /> <br /> <br />
