use construction methods and practices that will minimize flood damage; and (2) The Zoning Officer shall review subdivision proposals and other proposed new developments to assure that (i) all such proposals are consistent with the need to minimize floor damage, (ii) all public utilities and facilities, such as sewer, gas, electrical, and water systems are located, elevated and constructed to minimize or eliminate flood damage, and (iii) adequate drainage is provided so as to reduce exposure to flood hazards; and (3) That the Zoning Officer shall require new or replace- ment water supply systems and/or sanitary sewage systems to be designed to minimize or eliminate infiltration of flood waters into the systems and discharges from the systems into flood waters, and require on-site waste disposal systems to be located so as to avoid impairment of them or contamination from them during flooding. Seconded by Mr. Mickelson. Motion carried unanimously. Mr. Reimann moved we adopt the Land Use in flood plain areas as presented by Mr. Steffen. Seconded by Mr. Mickelson. Motion carried unanimously. Zoning Officer is to prepare the applications. Discussion on parking ordinance. Subdivision Ordinance: Mr. Goodrich presented a proposed subdivision brdin~nce. This will be reviewed by the Council for the next meeting. Bruce Bacont Tree & Weed Inspector: Discussion on City's tree disease ~l'an '~repar~ ~y M~. BaCon and 'which is to be sent to the State. Mr. Mickelson moved we submit the Tree & Weed Inspector's report to the State. Seconded by Mr. Gotham. Motion carried unanimously. Communications: Mr. Cox read a letter from-Ruby Danielson offering %he Bulen property for sale to the City. Mr. Albert has offered to meet with anyone from the City of Ramsey regarding property for municipal buildings. It was suggested the Council sit down and review this matter. We received a letter from Mr. Schmidt of the State Bank of Anoka regarding the sign bearing their ad on Highway #&7 north of the City Hall which is in a very dilapidated conditions. This sign is no longer theirs and they suggested we contact the property owner to find the owner of the sign and then we could ask them to remove it. In view of the fact that it is past eleven o'clock and the agenda is not finished, we will meet next Monday, May 5th, at 7:30 p.m. here at the school. Mr. Gorham moved we pay the bills as listed, along with the Weed 'lnspector's ~il~age. Seconded by Mr. Reimann. Mrs. Oliphant sug- gested that the attorney's claim for research and letter to the Attorney General regarding Mr. Gorham's alleged conflict of interest in the Hwy. #5 and #~7 question be paid by Mr. Gorham, as Mrs. Oliphant
