COMBINED NORTHERN COMMUNITIES MEETING AT ANDOVER <br /> March 26, 1975 <br /> <br />The meeting was called to order at 8:10 p.m. by Mr. Minder. He <br />said we did not have a quorum and we can either discuss the by- <br />laws or discuss other things of interest to those present. Mr. <br />Rither said he did not think we should discuss the by-laws. Mr. <br />Cox said he thought we should send a letter to the other communi- <br />ties concerning the by-laws indicating that there were items for <br />discussion. He feels the $200 is too much money for dues. It <br />should be emphasized that th?se by-laws are just a suggestion. <br />He also has a communication £o~r. the~North Anoka League of Munici- <br />palities. They would like to have a meeting with the communities <br />in Chuck Weaver's area. If they are having a meeting in~LChuck's <br />area, Mr. Frank Larkin would like to attend such a meeting, ~78- <br />6659. He would like to discuss community problems. Dakota and <br />Carver are discussing ceceding from the Metro Council. If the <br />people here would like to have him discuss this, he would go ahead <br />and set up such a meeting. There will be an open meeting with <br />Chuck Weaver and Marcia Bennett of the MC at Greenhaven at 8:00 <br />p.m.. There will he a meeting April 9th with Tom Mangan, Gerald <br />Anderson and John Clawson at Andover for all the North Anoka Muni- <br />cipalities for discussing the MC. There are 20 days left of the <br />legislative session. Mr. Clawson thought they should combine these <br />meetings at Greenhaven on April 9th. <br /> <br />Mr. Minder asked Mr. Clawson to discuss communities to receive <br />gross earnings taxes back from the State. $~6,000,000 in 1976. <br />This is an attempt to keep down property taxes, etc. Cambridge <br />went up 300%. City of Anoka would get $150,000, East Bethel $13, <br />900, Ham Lake around $8,000, Andover $13,600 and Ramsey $11,500. <br />This will be proposed in the Governor's budget. Fridley would get <br />$500,000 because of the amount of railroad trackage they have. <br /> <br />Mr. Schneider asked about the stadium referendum. Mr. Clawson <br />stated he doesn't think the Legislature would pass it this year. <br /> <br />Discussion on disease control among the shade trees. Mr. Cox asked <br />if nothing was being discussed about reforestration. <br /> <br />Mr. Clawson said $2,000,O00 would be for cutting down, chopping up <br />and hauling away. The rest is for training tree inspectors. <br /> <br />Mr. Clawson said there is a bill coming up on Metro Land Use. <br /> <br />Mr. Clawson said power is moving back from the federal government <br />to St. Paul and from St. Paul back to the local governments. <br /> <br />Mr. Ed. Fields: In regard to scenic easement, what would make it <br />more palatable? How do they handle this? There are five communi- <br />ties involved on the Rum River. How does the County go about this? <br />Repealed park act and scenic easement is an amendment to this act <br />to give Anoka County the power. He favors local municipalities <br />having control. Good communication and informed consent of muni- <br />cipalities is very necessary. What can the County do if the local <br /> <br /> <br />
