A resident said a shopping center will need more police and fire <br />protection. Mr. Albert stated that this shopping center would be <br />building their own roads, have their own security and all the <br />buildings would have inside, sprinkler systems. Policing in resi- <br />dential areas costs a great deal. The plans for the shopping cen- <br />ter would be reviewed by the Council before mY p~rmits would be <br />issued. Mrs. Oliphant stated the citizens did not say we did not <br />have a comprehensive plan but said we are not proceeding in an <br />organized manner with our planning. Mr. Cox gave a history on our <br />comprehensive plan, the cost to educate one pupil and comparison <br />taxing on our houses and commercial property. He spoke about a <br />meeting at which a lagoon type sewer system was discussed and <br />which could be implemented somewhere along Hwy. ~7 to the north. <br /> <br />Mr. Ernest Larsen does not disagree with Mr. Cox he said. Commer- <br />cial development is taxed the full amount. He asked how the fiscal <br />disparities law would affect the tax return on the shopping center. <br />Mr. Albert responded describing the operation of this law and that <br />it would affect it very little. Our soil type in Ramsey is good <br />for an on site sewer ~.~system for at least l0 years. Mr. Cox said <br />he did not want sewer coming into Ramsey until absolutely necessary. <br />He discussed a possible bridge across the Rum River; proposed staged <br />interceptor line by the MWCC; also possibility of a bridge crossing <br />the Rum River near the high school. Mr. Albert said a shopping <br />center would provide jobs and would not send any children to school. <br />Net revenue to the City of $1,000,000 from the proposed shopping <br />center. Mr. Cox thinks Highway lO will not be the major street in <br />the City of Ramsey. He indicated that due to the unsafe railroad <br />crossing and the extremely congested traffic on Highway l0 on Fri- <br />day evenings, which is going to the northern regions, it would cause <br />a very unsafe condition for the residents of the community during <br />the normal grocery shopping time. He further indicated that the <br />soil types in the Highway 5 and ~7 area, proposed to be rezoned, <br />were sufficient to support on type sewer systems for l0 years. <br />Also that the proposal, as presented, does comply with current <br />comprehensive plan. <br /> <br />Mr. Cox asked Mr. Gorham to temporarily chair the meeting. He <br />agreed. <br /> <br />Rev. Lea: He indicated that the audience might not agree with <br />the Council but he knows they have spent a lot of time on this mat-~ <br />ter. Most people moved out here from communities where they had <br />services hut moved out because of the rural area. We need tax dol- <br />lars. There is no way around it. We need commercial property. <br />Before a shopping center can go in, it must be zoned commercial. <br />In regard to this specific problem, the comprehensive plan is sev- <br />eral years old and many things have happened. He asked if this <br />was the most desirable location at this time. Second: Since the <br />school wasJhere first, was it conceivable that a school would have <br />been built this close to a shopping center? Third: If the Council <br />were to vote no to this project, does this mean that no ether de- <br />veloper would be interested in any other area in Ramsey for a <br /> <br /> <br />
