He said with all the <br />people that would like to help out, has no one thoUght of a program <br />that could be manned by these people? <br /> <br />Rev. Lea: He said no one had expressed an opinion against the com- <br />munity school tonite. <br /> <br />Motion: Mr. Gorhammoved the City of Ramsey enter into an agree- <br />ment 'with the School Dist ll for a summer school program for the <br />summer of 1975 provided the playgroundand equipment is ready on June <br />1st, for a cost of $3,300. Seconded by Mr. Reimann. Mr. Cox, Mr. <br />Gorham, Mr. Reimann and Mr. Mickekson voted yes. Mrs. Oliphant <br />voted no. Motion carried. Community school will again be brought <br />up before the Council the last meeting in July of this year. <br /> <br />~zoni.nE on Highway 5 and 47: Mr. Albert: He said according to <br />the Metro Waste Control Commission today, they said the only intel- <br />ligent reply they had received on their report was from the. City <br />of Ramsey. He complimented the City of Ramsey on this fact. Mr. <br />Cox asked if anyone ~had any comments at this time. Mr. Cox said <br />the Council had met with the following groups: officials from the <br />County Highway Department, County Commission, Mr. Fields, Metro <br />Council staff members, Mr. Charles Weaver, Senator Anderson and <br />Representative Clawson, Planning & Zoning Commission, and engineer~ <br />lng firms regarding this proposal, and they were in favor of it. <br />Motion: Mrs. Oliphant ~ove~ to deny the request for rezoning to <br />M~.' £1ber~ by Hy. 5 and ~7 for a shopping center because she felt <br />the timing was not appropriate, population doesn't require it, it <br />is premature, the area under consideration should not be rezoned <br />until the developer prepares a sketch plan that can be reviewed; <br />there are a substantial number of residents who are against it; <br />location is not consistent with the rural character of our City; <br />it is too close to an elementary school and hazardous for the child- <br />ren of our community. Motion died for lack of a second. <br /> <br />Mr. Reimann feels Rams'e~ycould use some commercial property. Mr. <br />Mickelson said Ramsey had a land use plan before he was elected. <br />It was adopted in May of 1973. He feels Ramsey has to come up with <br />some co~_m~-ercial property. It does not necessarily mean this will <br />come at the present time. Mr. Cox recommended we reserve commer- <br />cial property for future use so we have it when it is needed. Mr.. <br />Cox further stated that any commercial property will have to sup- <br />port its own on si~.e system and will not bring in sewers. No shop~~ <br />ping center will be built until there are enough people to support <br />a center. People who do not want the shopping center do want ad- <br />ditional services and this is one reason we needcommercial pro- <br />perty. People want more fire protection, more police protection, <br />a full time inspector when we only had three building permits in <br />a month and there is no way a bedroom community can support this. <br /> <br /> <br />
