lour 1111.1siion: To work together to reiposibty grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session 7. 5. <br />Meeting Date: 10/27/2015 <br />By: Mark Riverblood, Engineering/Public <br />Works <br />Information <br />Title: <br />Authorize Plans and Specifications, and Obtain Bids for the Final Phase of the Mississippi River Trail <br />Purpose/Background: <br />In 2011, City Council authorized the application for Transportation Enhancement grant funding for constructing <br />the Mississippi River Trail (MRT) from the Mississippi West Regional Park, to Ramsey's western border with Elk <br />River at the Sherburne County line. The competitive grant application was successful, with Ramsey being awarded <br />$1,120,000 for construction of the trail. Engineering and administration costs are not eligible for the reimbursement <br />under the terms of the grant. <br />In March of 2014, Council authorized staff to proceed with Advance Construction of 'Phase I' of the MRT <br />concurrent with the Riverdale Drive Extension and Reconstruction project —from the Regional Park to the <br />Armstrong Interchange. This trail project is substantially complete, and the reimbursement request for <br />approximately $148,000 has been submitted to MnDOT, and is expected to be received within the month of October <br />2015. It may be clarified here, that the construction cost was initially estimated at $366,967, however, cost savings <br />by joining the MRT with the Riverdale project resulted in a trail construction cost of approximately $180,000, with <br />the Federal amount the $148,000 above, and Ramsey's share approximately $32,000, paid for by the Park Trust <br />Fund. Savings were also realized for contracted engineering as well, with Council authorizing a not -to -exceed <br />amount of $80,676 in 2014. Certain project close-out activity is still occurring, however, the engineering costs will <br />be significantly less than the above, likely around $65,000. <br />The purpose of this case is to authorize the preparation of Plans and Specifications, and proceed to obtaining bids <br />from contractors (not approving Bids.) There are several aspects of the project that are required to take place soon, <br />so as to receive MnDOT approvals in the early spring of 2016, for subsequent bidding, then City Council approval <br />of the bid amounts in later spring, for construction in summer of 2016. The initial goal is to collect preliminary <br />survey data before snow and winter conditions may set in. This and preliminary design needs to occur before Final <br />Design and submittals are issued to MnDOT for approval. <br />Attached is the timeline for both Phase I (substantially completed on schedule), and Phase II (or the Final Phase) of <br />the MRT that this case discusses. <br />Additional background on the earlier funding, approvals, and sequences of construction for the previous two <br />segments of the Mississippi River Trail are detailed within the March 25th, 2014 City Council case on the city's <br />web site under published agendas. <br />Observations/Alternatives: <br />As indicated above,the purpose of this case is to authorize the preparation of Plans and Specifications, and the <br />solicitation of bids from contractors. The various elements of preliminary design, final design, preparation of plans <br />and Federal Aid approval (administrated by MnDOT), and obtaining bids will require approximately $120,600 in <br />consulting engineering activity. The total consulting engineering work from Council authorization that this case <br />discusses —to completion in 2016 would be a not -to -exceed amount of $253, 694.
