- 2- <br /> <br />Wild River Estates Plat: Applicant wanted this matter changed to <br />the agenda for Mar. 24th because he has not had an answer to his <br />letter to Mr. Lindsay. Motion: Mr. Gotham moved we give an ex- <br />tension in presenting the Final Plat on the Wild River Estates <br />Plat to Mar. 24,' in order to provide information back to the Council <br />as discussed by the Council at its previous meeting. Seconded by <br />Mr. Reimann. Motion carried unanimously. <br /> <br />Reilley Estates Final Plat: Mr. Neary submitted request for the <br />final plat acceptance on a three phase basis. Mr. Sba discussed <br />drainage on the plat and Outlot "A". Preliminary plat was approved <br />September 17, 1973. The final plat was submitted on May 20, 1974 <br />to Ramsey Town Board. It was submitted to the County on May 28, <br />1974, Mr. Goodrich said he did not feel the Council could waive the <br />6 month time element for preliminary approval as required by Ordi- <br />nance 73-6. Mr. Gotham said he felt it would be a grave in~.ustice <br />to require replatting of this land. Mr. Cox asked what areas the <br />three phases of development would cover. Mr. Neary said there would <br />be 14 lots in the first phase, 11 lots in the second phase and 24 <br />lots in the. third phase. Discussion on County Shoreline Ordinance. <br />Mr. Cox asked Mr. Neary if he would come in to the Planning & Zon- <br />ing meeting on April 7th and present the 'preliminary plat and to <br />the Council meeting on April 14th and present the final plat. Mr. <br />Neary stated he was requesting that the final plat of Phase 1 and <br />2 of Reilley Estates be accepted or the minutes be effectively <br />addressed as to why acceptance is not being made. If he can bring <br />the hard shells on April 14th, he will be glad to come in to the <br />Planning & Zoning meeting on April (Yth at their request. Mr. Cox <br /> <br />asked the opinion of the Council members. Mr. Gorham said he had <br />made himself clear before and that he feels it is an injustice to <br />require this. He feels we should then pass on the preliminary and <br />the final plat the same night and that if we have any objections we <br />should be candid and tell Mr. Neary at this time to wipe out any <br />doubts. Mr. Mickelson fe~t the same as Mr. Gotham. Mr. Reimann <br />felt we should follow the direction of the legal council. Mrs. <br />Oliphant felt this procedure would comply with our ordinance. Mr. <br />Neary wants to know the wishes of the Council at this time so when <br />he comes in to the Planning ~Zoning meeting on April 7th, there <br />will be no further delays. Mr. Sba said Outlot "A~ is a policy ques- <br />tion to be determined by Council. Mr. Cox is concerned about the <br />pond and how it is going to be drained. He is concerned about the <br />amount of traffic coming out on 156th Ave. Mr. Cox said he preferred <br />to have Outlot "A" public. Mr. Mickelson thinks public access to <br />Outlot "A" is a good idea. Mr. Gotham thinks it is a go~d idea to <br />develop all three phases at one time. He thinks all ponds should <br />be graded, drained and seeded. He thinks the final plat should be <br />worked over by the County Surveyor before the hard shells are re- <br />corded. Ponds should be cleaned when the roads are put in. Mr. <br />Auspos of the Police Department was asked what he thought of having <br />Outlot "A" a public park and he replied that the City of Anoka was <br />having a lot of trouble with Riverside Park on the Rum River because <br />it was a public park and. could not be closed off. Mr. Cox informally <br />asked the Council members to indicate whether or not they wanted <br />Outlot "A" public. Mrs. Oliphant and Mr. Gotham voted No and Mr. <br />Cox, Mr. Reimann,. an.d Mr. Mickelson voted.yes. Ail Council members <br />were in favor of navxng the ponds cleaned. Mr. Neary said they <br />wanted Outlot "A", to remain as a-private park for the residents of <br />the area. They are not going to add 5 acres more to the 17 acres <br />already designated for park area. The abstract will be sent to the <br /> <br /> <br />
