Mr. Cox stated that County Commissioner, Mr. Fields, had complimented Mr. Steffens on the fine letter he had written to the Metro Council on the Framework Guide in behalf of the City of Ramsey. The Council agreed with this. Weed Inspector's Report: This was given by Mr. Bruce Bacon. Mr. Goodrich and Mr. Steffens will get together with Mr. Bacon on the State requirements for this year's weed and tree inspecting. Report was given by Mrs. Oliphant on her work on the ordinances. Discussion on a moratorium on building permits in the area south of Highway No. lO. Mr. Mickelson moved a moratorium be placed on the issuance of all building permits on the following described property: Auditor's Subdivision No. 96, Anoka County, Lots 1-13 and Lot 26. 2. Dickenson's Mississippi Estate, Anoka County. All that part of the SW 1/& of the NW 1/& of Section 35, Township 32, Range 25, which lies southerly of the right of way of U.S. Highways l0 and 169. The property descrived in i and 2 above is also known as Govern- ment Lot 1, Section 35, Township 32, Range 25, and the NE 1/~ of the SW 1/& of Section 35, Township 32, Range 25. This moratorium shall take effect February 12, 1975, and be in effect through April 12, 1975, unless prior to that date it is rescinded by action of the City Council. During this two-month period any person affected by this moratorium may bring his build- ing permit application to the Council and the Council shall re- view the same on an individual basis and may in its discretion grant said building permit for good cause shown and if the Council determines that the request does not materially, adversely affect the purpose of this moratorium. The purpose of this moratorium is to give the City's planning per- sonnel time to evaluate the existing zoning of this area and to propose to the Council the most appropriate future zoning plan for the area.
