Councilmember Riley stated that a lot of good work goes into this and asked the benefit that <br />residents receive from this information and what the City would do with the information. <br />Councilmember Kuzma provided additional information on his situation and the process he had <br />to follow in order to reclassify his property. He noted that the maps that were available for <br />reference were from the 1970s and it was difficult to prove the necessary information. <br />Mayor Strommen stated that there would be benefit not only to homeowners that have been <br />classified within the floodplain that are paying unnecessarily high flood insurance while other <br />homeowners are within a floodplain and should be aware of that. <br />Civil Engineer II Linton advised of incidents that he has been involved with where this <br />information has been very helpful. <br />Motion by Councilmember Riley, seconded by Councilmember Johns, to approve the updated <br />Surface Water Management Plan. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, Kuzma, <br />Shryock, and Williams. Voting No: None. Absent: Councilmember LeTourneau. <br />7.05: Request to Authorize Plans and Specifications and Obtain Bids for the Final Phase <br />of the Mississippi River Trail <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />recommendation to extend the agreement with Bolton & Menk for the Mississippi River Trail <br />project for the scope of work described in the staff report. He stated that the Mississippi River <br />Trail has been discussed for half a decade, noting that the first half of the trail is substaintially <br />complete and the phase of trail in Anoka is now substaintially complete. He noted that the trail <br />would provide connection with homeowners that are currently not provided that connection. <br />Mayor Strommen stated that through the DNR she was able to participate in the ribbon cutting <br />for the trail, which was exciting. <br />Parks and Assistant Public Works Superintendent Riverblood provided a brief history of the <br />Mississippi River Trail, which began at the end of the 1980s and reviewed the timeline of <br />development since that time. He stated that today the trail is a reality and is appreciated by many <br />residents and users. <br />Councilmember Shryock praised the trail and its progress throughout the decades and stated that <br />she would be happy to support the request. <br />Councilmember Riley asked if this would complete the trail across Ramsey. <br />Parks and Assistant Public Works Superintendent Riverblood confirmed that this would <br />complete the portion of the trail within Ramsey. <br />City Council / October 27, 2015 <br />Page 7of11 <br />
