Councilmember Johns stated that she worked with staff from the very beginning on this trail <br />project and commented that it is fun to see this come to fruition and completion. She mentioned <br />the economic development benefit to the community that would be provided and increased with <br />this trail completion. <br />Motion by Councilmember Johns, seconded by Councilmember Shryock, to approve a not -to - <br />exceed amount of $120,643 from the Park Trust Bund, for Bolton & Menk to prepare Plans and <br />Specifications, and solicit bids for the Mississippi River Trail from the Armstrong Interchange to <br />city limits, west of the Wayside Rest Area. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Shryock, Kuzma, <br />Riley, and Williams. Voting No: None. Absent: Councilmember LeTourneau. <br />Parks and Assistant Public Works Superintendent Riverblood referenced an earlier joint meeting <br />between the cities of Anoka and Ramsey where a ribbon cutting ceremony was discussed and <br />noted that will be scheduled for some time this spring. <br />7.06: Receive System Statement from the Metropolitan Council, Approve City Scoping <br />Documents for Ramsey 2040 Comprehensive Plan Update <br />Community Development Director Gladhill reviewed the staff report and recommendation from <br />the Planning Commission that the City summarize the previous comments in regard to <br />transportation and water resources planning and a need to better reflect those components in <br />regional planning documents. He stated that additionally the Planning Commission has <br />previously recommended that the City utilize the recommended framework documents to set the <br />stage for updating the City's Comprehensive Plan and noted that by adopting these documents, <br />the City Council would set into motion the update, beginning with establishing a Steering <br />Committee. <br />Councilmember Riley stated that the Planning Commission does not recommend that the Council <br />dispute these statements and received confirmation from staff that they also share that <br />recommendation. He referenced the assumptions within the system statements and asked for <br />additional information on whether staff believes those to be accurate. <br />Community Development Director Gladhill stated that through the Comprehensive Plan <br />additional explanation and statements can be made to address the assumptions within the system <br />statements. <br />Councilmember Riley referenced page nine that discusses highways and asked if the only <br />foreseen improvement in the next 24 years is the Armstrong interchange, which is almost <br />complete. <br />Community Development Director Gladhill stated that the plan is a broader overview and staff <br />believes that there are additional references that can be made. He noted that these statements <br />would not prohibit the City from completing additional measures, simply noting that the issue is <br />City Council / October 27, 2015 <br />Page 8 of 11 <br />
