parts, and any commercial salvaging and salvaging of any other goods or merchandise. A vehicle <br />wrecking yard is not a permitted use. Motor vehicle sales and service is a permitted use. She <br />explained the license states the property is zoned for auto vehicle sales. B-3 is zoned for motor <br />vehicle sales, service and rental; not a wrecking yard. There have been substantial improvements <br />in the property, but the outstanding issue is of the vehicles that cannot be licensed. Repairables <br />are not allowed to be licensed by the state until they have been repaired. Anything on the <br />property that is not licensed falls under the heading of a vehicle wrecking yard; that part of the <br />business has to go away or be indoors. <br /> <br />Radu Kryshmaru, Owner of SR Auto, stated after they fix their vehicles they take them to the <br />state and they are inspected before they are for sale. <br /> <br />Councihnember Elvig noted it looks like there has been a long history and some <br />misunderstandings. He asked if the repairs are done in the middle of the yard and being <br />dismantled as part of the wrecking service. <br /> <br />Mr. Kryshmaru replied they hold the vehicles outside and when they pull the parts for the <br />vehicles they take them into the garage. <br /> <br />Councilmember Elvig noted the pictures the Council has are dated April 13t~ and there is still <br />obviously a lot on tile property. <br /> <br />Community Development Director Frolik stated the issue is getting rid of the salvaged vehicles; <br />they have to be off the property. <br /> <br />Counci hnember Elvig inquired if these types of vehicles could be stored indoors. <br /> <br />Commtmity Development Director Frolik replied they could likely meet the letter of the <br />ordinance if the vehicles were to be stored indoors. <br /> <br />Councihnember Elvig asked if the repairables could be stored behind a screening. <br /> <br />Community Development Director Frolik responded in the affirmative. <br /> <br />Councihnember Elvig questioned what other issues are remaining other than the wrecking <br />materials being stored outside. <br /> <br />Community Development Director Frolik replied the wrecking materials are the only remaining <br />issue. <br /> <br />Cotmcilmcmber Strommen noted the letter dated April 2, 2003, which is one year ago, references <br />tile wrecking. <br /> <br />Councihnember Kurak questioned where Mr. Kryshmaru obtains the parts to repair the cars. <br /> <br />City Council/April 13, 2004 <br /> Page 18 of 33 <br /> <br /> <br />
