Mr. Kryshmaru replied he gets the parts from an auto store. <br /> <br />Councihnember Kurak questioned if Mr. Kryshmaru removes parts from other cars and then has <br />to have them hauled off. She stated that is where the issue is regarding this operation. <br /> <br />Mr. Kryshmaru stated they are not going to use vehicles for parts, only for repair or resale. <br /> <br />Councihnember Kurak stated it is probably not going to be cost effective to buy new parts. She <br />noted there may be a point in putting up some type of fence; however, she knows sometimes the <br />vehicles come fi'om the auto auction with fluids in them. <br /> <br />Mr. Kryshmaru stated the at(to auction is in a different City, and they do not allow the vehicles to <br />have fluid in them. <br /> <br />Community Development Director Frolik explained this property is in the Highway 10 corridor <br />and some outside storage will be allowed under the H-1 zoning that is in the process of being <br />adopted. If a building is not put up the screening would have to be a 100 percent opaque screen <br />on all sides. Even the repairable sitting out there is a violation, as there should be nothing in full <br />display unless it is repaired and able to be licensed and road worthy. <br /> <br />Councilmembcr Kurak questioned how this would affect the grandfathering of the property. <br /> <br />Community Development Director Frolik explained it is not possible to be grandfathered to a <br />brand new ordinance. <br /> <br />Mr. Kryshmaru inquired about Abra Auto Body and other sites that have these vehicles parked <br />outside. <br /> <br />Community Development Director Frolik explained those are located in other cities. <br /> <br />Mayor Gamec questioned if this operation would have to cease, or if the owner would be <br />required to apply for a conditional use permit. <br /> <br />Community Development Director Frolik explained there is no conditional use permit required <br />for outdoor storage in the H-1 District; it is an accessory use. She noted it will take some time to <br />get the screening up. The repairables would need to be inside the screened area. <br /> <br />Councihnember Elvig questioned if they can be assured there are not fluids in the vehicles. <br /> <br />Community Development Director Frolik replied that is monitored by the county. The owner <br />will have to show the receipts from where they took the fluids to. The county has stated the <br />business is now in compliance. <br /> <br />Councihnember Elvig commented fluids on the property would be a potential problem down the <br />way when land starts to be acquired.
