Assistant Community Development Director Trudgeon explained development will still be <br />allowed, but it needs to be set up to allow sewer and water in the future. There would only be <br />sewer and water on part of the land and the other part would stay vacant. <br /> <br />Councilmembcr Cook explained there are some areas that were developed in a way that does not <br />allow fei' good subdivision when sewer and water comes through. The City is trying to make this <br />more feasible in the fi~ture and the ordinance will set up different ways it can be done. In the <br />long run it would make the land more valuable to a developer. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Elvig, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, <br />Strommcn, and Zimmerman. Voting No: None. <br /> <br />Thc public hearing was closed at 7:49 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:49 p.m. <br /> <br />Mayor Gamec requested anyone with additional questions or comments to contact staff. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Pearson, to introduce an <br />ordinance to establish an interiln moratorium ordinance in the R-1 Rural Developing Zoning <br />District, fei' a 90~day period to provide time for the City to consider revised development <br />standards fei' the Rural Developing Area. <br /> <br />Councihnember Strommen clarified that the Planning Commission will receive an update <br />regarding this at their next meeting. <br /> <br />Assistant Comnnmity Development Director Trudgeon responded in the affirmative. He <br />explained as staff works through the ordinance they will run the ordinance through the Planning <br />Commission for a recommendation to the City Council. <br /> <br />Councihnember Elvig explained this is a planning issue and the City is trying to freeze the <br />picture and get ahead of these issues to do proper planning for effective and efficient use of the <br />propcrty in the long run. Assistant Community Development Director Trudgeon came up with <br />this idea and it is a great concept to get ahead of the planning process. <br /> <br />Councihncmbcr Pearson stated this will be good for the landowners and the developers coining <br />ill. <br /> <br />City Council/April 27, 2004 <br /> Page 10 of 35 <br /> <br /> <br />
