transfer of excess general fired revenues to the equipment revolving fund, facilities construction <br />fund and the improvement revolving fund. <br /> <br />Mayor Gamec asked if the cost to maintain and keep these projects up is considered by staff. <br /> <br />Parks/Utilities Supervisor Riverblood responded in the affirmative and noted some of those costs <br />have been enumerated in the agenda on page 120 for the Council. With all of the Capital <br />Improvement Projects, staff is trying to capture the cost using real numbers. <br /> <br />Councihncmber Elvig stated he appreciates staff and the Park Commission putting the costs <br />together, and it is nice to keep a running total to see on a budget ~vhen these are approved. <br /> <br />Counci hnember Pearson inquired hoxv the willow damage to the trail will be addressed. <br /> <br />Parks/Utilities Supervisor Riverblood explained there are two different elements of damage. The <br />trail is next to a wetland where sandbar willows are very problematic and have the hydraulic <br />capacity to push through. Herbicide will be used to stop that. The other element is muskrats that <br />burrow through the soil and the trail collapses. Chicken wire will be used to address this before <br />doing tim overlay. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson, and Zimmerman. Voting No: None. <br /> <br />Mayor Gamcc directed staff to include details of the costs to maintain City parks in the next <br />budget. <br /> <br />Councihnembcr Elvig reported attached to the same case is a recommendation for an observation <br />pier. <br /> <br />Parks/Utilities Supervisor Riverblood explained the proposed observation pier would provide a <br />location to step off the trail and watch waterfowl and other wetland fauna. The design would be <br />an 8-foot wide section, perpendicular with the shore, than T-ing with enough space for benches. <br />The design would include a larger deck area with benches fastened to it. The Finance Committee <br />recommended the City Council authorize staff to proceed with construction of the observation <br />pier. t-lc noted the pier would likely be constructed later in the year. <br /> <br />Counci hnember Elvig indicated the Finance Committee had several questions regarding the <br />durability and the safety of the product and was satisfied with the answers. <br /> <br />Motion by Counci hnember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Finance Committee and authorize staff to enter into agreements with the <br />various vendors and contractors to complete the 11 categories of work relating to the shelter and <br />irrigation at Flintwood Terrace Park at a not to exceed amount of $75,000 and to authorize staff <br />to proceed with the construction of an observation pier within Flintwood Terrace Park at a not to <br />exceed amount of $9,000. <br /> <br />City Council/April 27, 2004 <br /> Page 13 of 35 <br /> <br /> <br />
