They do not want a weedy look or something that would have to be burned. <br /> <br />Assistant Public Works Director Olson reviewed pictures of examples ofraingardens. He <br />explained thc homeowners association will be responsible for the operation and maintenance of <br />the raingardens, and burning will not be allowed. <br /> <br />Councilmember Kurak questioned what would happen to the drainage of the area if'the <br />raingardens were not properly maintained and became clogged. <br /> <br />Assistant Public Works Director Olson explained there should be language in the covenants of <br />the development that the City has the ability of review if there is standing water after a certain <br />number of hours after a rainfall. If the City has concluded the raingarden is no longer <br />fimctioning as originally designed, they would have the ability to correct it for infiltration to <br />occur again. <br /> <br />Counci hncmbcr Kurak questioned if it would be ~vritten into the contract that in this type of <br />situation the City would be able to complete the maintenance on the raingarden and charge it <br />back to thc association. <br /> <br />Assistant Public Works Director Olson explained staff would ask that to be included into the <br />covenants. <br /> <br />Councihnember Strommen noted the raingardens are in addition to what is required for the <br />drainage. <br /> <br />Assistant Public Works Director Olson responded that is con'ect; the drainage will not rely on the <br />raingardens. <br /> <br />Councihnember Elvig commented he has heard so much good and bad about raingardens. It will <br />be worth their while to explore new opportunities and ideas like this. However, he is hesitant to <br />do at lot of this throughout the whole Town Center until they see how these work, because it <br />could be a costly venture to pull them out. <br /> <br />Assistant Public Works Director Olson replied there are two instances that will have the <br />raingardens in Town Center. The first is in the D.R. Horton development, and the other location <br />will be within the City's park so it will be completely under the City's control, and they will be <br />able to monitor it. He noted the raingardens will just be for additional purification. <br /> <br />Councilmcmber Cook commented they should at least try the raingardens, although they should <br />not spread them all over thc City or fill the Town Center up with them. If the raingardnes do not <br />work the water will just run down the curb line and into the drainage any~vays.
