Greg Peterson, representative of Oakwood Land Development, explained in Blaine they notify <br />everyone they sell to that there is noise by the airport. They could inform people in this area that <br />they arc living next to a county road and there will be noise. <br /> <br />Motion carried. Voting No: None. <br /> <br />Councilmember Elvig commended Oakwood Land Development for their efforts and stated he <br />would like to encourage all developers to do this custom grading. <br /> <br />Motion by Cotmcilmcmbcr Elvig, seconded by Councilmcmber Pearson, to approve the <br />preliminary plat for Alpine Woods contingent upon compliance with the City Staff Review Letter <br />dated April 23, 2004 and receipt of Comprehensive Plan Amendment approval. <br /> <br />Motion carried. Voting No: Councilmember Zimmerman <br /> <br />Case #9: <br /> <br />Request for Final Plat and Final Site Plan Review of Ramsey Town Center <br />2"'~ Addition Case of Ramsey Town Center LLC and D.R. Horton Homes <br /> <br />Assistant Community Development Director Trudgeon explained Ramsey Town Center LLC and <br />D.R. Horton Homes have submitted a final plat and final site plan that proposed to subdivide a <br />total of 22.4 acres contained within the Ramsey Town Center Addition plat. Comments from the <br />preliminary plat review have been addressed. Under the Master Development Agreement <br />between the City and Ramsey Town Center LLC, the two parties have been working towards the <br />implementatio~ of a [~ark plan within the Town Center that would include giving the Ramsey <br />Town Center LLC a credit for park improvements. At this point an agreement with the parks has <br />not been reached. Therefore, until the park matters are agreed upon, the City will require <br />payment of the required park dedication and trail fees and place them in an escrow. The escrow <br />will be released once an agreement between the City and the Developer on park dedication is <br />reached. These fees must be supplied to the City prior to release of the final plat mylars for <br />recording. <br /> <br />Assistant Community Development Director Trudgeon stated the Developer has submitted a <br />revised landscaping plan that conforms to City requirements. Detailed comments regarding the <br />grading, drainage, street, and utility plans are contained in the City Staff Engineering Review <br />Letter dated April 20, 2004. These items must be con'ected as part of the final plat approval. A3~ <br />access easement along the eastern side of the plat parallel to Ramsey Boulevard is required to be <br />provided to the City. The Developer is in the process of supplying the City with an address <br />location sign specifying the units' addresses, to be placed at the entrance of all private streets. <br />The address signage is subject to the review and approval of the City Engineer and Police Chief. <br /> <br />Assistant Community Development Director Trudgeon explained the Developer has provided <br />in£ormation to the City regarding the raingarden located on the western side of the development, <br />including pictures of typical planting material proposed to be used in the raingarden.
