CITY COUNCIL WORK SESSION <br />Topic Report: Special Fire Protection Systems (1306) <br />By: Dean Kapler, Fire Chief <br /> Jerry Streich, Fire Inspector <br /> <br />Background: <br /> <br />In March of 2003, after nearly 30 years of using the Uniform Codes, the State of <br />Minnesota had adopted the new International Code Counsels Building and Fire Code. <br />Thc Building Code is not enforced statewide but the Fire Code is. The state reviews the <br />codes and amends them to fit the climate and safety provisions of the state making the <br />new "State of Minnesota Building and Fire Code". Portions of the Building Code are not <br />adopted in its entirety but are left for cities to adopt by ordinance if they wish to provide <br />greater safety precautions within its boundaries. One chapter that has been reviewed and <br />recommended for adoption by the Fire Chief, Fire Inspector, and Building Official is <br />chapter 1306, Special Fire Protection Systems. <br /> <br />Thc new Iutemational Building and Fire codes encourage the use of sprinkler systems by <br />allowing more tradeoffs or exceptions when sprinklers are used, thus reducing <br />constructions costs and improving life safety of building occupants and firefighters. If <br />adopted, this ordinance would provide consistent sprinkler protection tln'esholds for all <br />occupancies including residential structures with multiple dwelling units over 8500 <br />square feet. With the dense communities that Ramsey has built and continues to build, <br />the need For greater fire protection is here. Fire sprinklers offer cost effective alternatives <br />to thc traditional fire suppression methods. They save lives, money (construction costs, <br />water usage, equipment repair, etc) and maintain the economic viability of the <br />community. <br /> <br />A Presentation will be given to assist in answering questions. <br /> <br />Action Statement: <br /> <br />Based on the Council's discussion and recommendation, the City may Adopt 1306 sub E <br />(1) and thereby increase the safeO, of the community. <br /> <br />CC: 05/04/04 <br /> <br /> <br />
