Adopt Ordinance to Amend Architectural Standards for R-2 and 'R-3 Residential <br />Districts. <br /> <br />Adopt Ordinance to Amend Landscape Requirements in the R-l, R-2, and R-3 <br />Residential Zoning Districts. <br /> <br />Request for an Amendment to an Approved Site Plan: Case of Precise Metalcraft. The <br />City Council approved a revised landscaping plan for this manufacturing/office building, <br />with a reduced number of shrubs and trees. <br /> <br />Request for Comprehensive Plan Amendment and Preliminary Plat Approval: Case of <br />Oak~vood Land Development. The City Council approved the Comprehensive Plan <br />Amendment and Preliminary Plat for Alpine Woods. <br /> <br />Request for Final Plat and Final Site Plan Review of Ramsey Town Center 2nd <br />Addition: Case of Ramsey Town Center LLC and D.R. Horton Homes. The City Council <br />approved the Final Plat and Site Plan for Ramsey Town Center, 2nd Addition. <br /> <br />Rural Developing Moratorium: <br />At the April 27t" meeting, the City Council held a public hearing on an interim ordinance that <br />would prohibit platting and subdivision in the Rural Developing Area for 90 days. The purpose <br />of the moratorium is to provide some time for the City Council and the Planning Commission to <br />consider revised development guidelines in this zoning district. The current minimum lot size in <br />this district is 2.5 acres; it is staff's opinion that such development may further complicate sewer <br />and water extension scenarios, and ultimately make the comprehensive planning process more <br />difficult for parts of the City outside the current urban service area. The City Council has not yet <br />deterrnined the timeline for the planning process. <br /> <br />The interim ordinance will be on the May 1 lth, 2004 Council agenda for adoption. Staff' <br />anticipates bringing a draft ordinance to the City Council and Planning Commission over the <br />SUlTLm~r. <br /> <br />Environmental Policy Task Force: <br /> <br />On Monday May 3rd the EPTF will hear presentations on wetland issues from Chris Lord of the <br />Anoka Soil and Water Conservation District, Steve Jankowski of the Lower Rum River Water <br />Management Organization, and Ed Musielewicz from the U.S. Natural Resource Conservation <br />Service.
