spaces will be available on the NW comer of the building. During this period the balance of <br />parking needs must be fulfilled by on-street parking. Based on verbal communications .with the <br />City and Shingobee Construction Co., streets around the school should be sufficiently paved to <br />allow fbr on-street parking by the time school starts in September (Peridot Street, Sunwood Drive <br />t?om Ramsey Blvd to Peridot, and E. Ramsey Parkway between Peridot and Ramsey Blvd). <br />Assuming all these streets are functional for parking, approximately 125 parallel parking spaces <br />will be available (See Attachment 9). Total parking space availability will be about 133 spaces. <br />During this period students, staff and parents will be encouraged to carpool or bus to reduce the <br />parking demand. Student parking will be restricted to those students who come from/go to work <br />or attend PSEO programs. Through these practices we believe the parking demand will be less <br />than the number of on-site and on-street spaces available. Mr. Brian Olson, chief city engineer, <br />expressed concern that construction activity and traffic on Sunwood and E. Ramsey Parkway may <br />conflict with PACT Charter School parking needs. If this is the case, then PACT.will need <br />cooperation from the City and Town Center parties to meet parking needs. Please note that once <br />the building is fully functional any large events at the school will create the same on-street <br />parking demand. Refer to the original PACT parking plans presented to the Planning & Zoning <br />Committee and the Council. Once the Town Center has been fully developed, and other off-street <br />parking spaces are created in the neighborhood the on-street parking demand will decrease. <br /> <br />Traffic Flow and Control. Black arrows on the portable classroom drawing (Attachment 8) <br />indicate planned traffic movements. Gray arrows show pedestrian movements. While the portable <br />classroom units are on site and AMCON construction occupies the east parking area, PACT will <br />implement special traffic flow control practices. The effectiveness of these practices will be <br />partially dependent on how many access-ways are available to the school. Discussions with city <br />staff clarified the benefit to traffic flow when all three access-ways are available to the school (2 <br />on Peridot and 1 on E. Ramsey Parkway), If the E. Ramsey Parkway access is nor available, on- <br />site and Peridot Street traffic will be more congested for both PACT and AMCON, because all <br />traffic (construction and school) will be routed through two Peridot accesses. If this limited- <br />access condition exists then risks for human safety will increase. <br /> <br />Approximately 2/3 of all students will arrive and leave the school on school buses. The rest will <br />arrive and leave through car pool/automobile vehicles. We estimate about 140 vehicles will <br />deliver students. 6 or 7 buses will deliver students. PACT will manage congestion through ' <br />changes in procedures and the time frame in which to drop' off or pick up students. We envision <br />that parents will drop off students at 3 locations. PACT's preferred auto drop-off/pick-up location <br />is the carpool lane on the west side of the building. Two other locations will be 1) the west- <br />bound exit lane, at the north side of the west parking lot, and 2) the north-bound, east side of <br />Peridot Street. Knowing how parents seek'to find faster and more convenient places to drop off <br />and pick up their students, PACT will prepare for these secondary drop-off/pick-up areas. <br /> <br />Adult and student traffic control teams will be trained and operate at strategic locations to <br />optimize traffic flow during peak AM and PM periods. Families, students, staff and bus drivers <br />will be educated in pick-up and drop-off procedures, as well as parking and pedestrian rules. <br />Traffic control teams will manage pedestrian and vehicle traffic. At least one adult will oversee <br />traffic control while students will control pedestrian crossing.
