CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW; <br />CASE OF HERMANSON HOMES <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Hermanson Homes is proposing to construct a 10,000-square foot multi'tenant office building on <br />the property generally located on the corner of Armstrong Blvd. and Riverdale Dr. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />Landscaping plan <br />Grading plan <br />Building elevations <br />City Staff review letter dated April 30, 2004 <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing, however, notice of the site plan was sent to property <br />owners within 350 feet of the site, due to its adjacency to a residential area. <br /> <br />Observations: <br /> <br />The proposed office building is located in the B-2 Highway Business District and is listed as a <br />permitted use in that district. The subject property is approximately 1.35 acres, for a total lot <br />coverage of 17% (35% is the maximum in the B-2 District). The proposed building' appears to <br />meet the required setbacks, but a revised site plan will need to be submitted showing these <br />setbacks from the property line rather than the curb. <br /> <br />The landscaping plan is deficient in the number, species, and placement of plantings. A revised <br />landscaping plan will be required. BecaUSe the subject property borders residential property to <br />the south, the project must meet bufferyard requirements as outlined in City Code. These <br />requirements include a 50-foot bufferyard with a 30% increase in plantings. Alternatively, the <br />applicant could construct a 6-foot privacy fence along this property line with a 10% reduction in <br />the required bufferyard plantings. The new. Pleasureland RV facility is located one lot to the east <br />of this site. Pleasureland was required to put in a privacy fence along the southern property line <br />of all four of their lots. Staff would like the Planning Commission to weigh in on whether this <br />project should include a privacy fence in the same location. It should be noted that there would <br />be a gap in the fence in the lot directly to the east, until that lot develops. <br /> <br />The submitted plan shows vinyl siding on a portion of the building. City Code does not permit <br />vinyl siding in the B-2 District. The applicant has indicated that he will submit a revised plan that <br />replaces the vinyl with a masonry material. <br /> <br />The grading and drainage plan will need to be revised to address the comments outlined in the <br />City Staff review letter. <br /> <br />47 <br /> <br /> <br />
