Garfield <br />Cambridge MN 55008 <br /> <br />Re: Site Plan - Norfolk Office Building <br /> <br />Dear Mr. Hermanson: <br /> <br />We are in receipt ora Site Plan and Grading Plan prepared by Swenson Land Survey Co., dated March 29, <br />2004, a Landscaping Plan prepared by Northland Landscaping & Nursery (undated), and Building <br />Elevations prepared by Jeff Johnson, Dated December 4, 2003. We offer the following comments: <br /> <br />General: The site plan is proposing to develop a 10,000-square-foot multi-tenant office building on Lot 1, <br />Block 5, Alpaca Estates, generally located on Riverdale Drive at Armstrong Blvd. <br /> <br />Zoning: The site is currently zoned B-2 Highway Business; office buildings are a permitted use in thi~ <br />district. <br /> <br />Lot Coverage: Tile site plan proposed a 10,000-square-foot building on a 1.3-acre lot, for total lot <br />coverage o[' 17%. The maximum lot coverage in the B-2 district is 35%. <br /> <br />Accessory Uses: Commercial or business buildings and structures for a use accessory to the principal use <br />are permitted, but such uses shall not exceed 30% of the gros, s.floor space of the principal use. There are <br />no accessory buildings indicated in the current proposal. <br /> <br />Utilities: The proposed plan shows the site being services with on-site sanitary facilities. However, the <br />City has awarded a contract which will extend municipal sewer and water to the southeast comer of the <br />intersection of US Highway 10 and Armstrong Blvd, a distance of only 400 feet from the site. Service is <br />anticipated to be available at this location in October 2004. This site will be required to connect' to these <br />municipal utilities. There may be a couple of alternatives for facilitating this connection. The existing <br />project could be modified through a change order to bring sewer and water facilities to the project site, or it <br />would be permissible fbr this facility connect through the use ora forcemain to the location at Highway 10 <br />and Armstrong Boulevard. <br /> <br />Sethactcs: City Code establishes a 35 ]tbot front yard, 35 foot rear yard, and 20 foot comer side yard <br />setback within the B-2 District. Setbacks are measured fi'om the property line, rather than the curb. It <br />appears that the proposed building meets the setbacks in this district, but these should be verified t'rom the <br />property line rather than the curb, as shown on the submitted site plan. <br />City Code requires a 20-ibot green space area adjacent to all public 'roads.
