[n this situation, City Code <br />requires a 50-fbot bufferyard between the uses with a 30% increase in plantings. See the next section for <br />more int~ormation on bufferyard requirements. <br /> <br />Landscaping: City Code requires one (1) tree per every fifty (50) lineal feet o_Fsite perimeter or 1,0-00 <br />square feet oEbuilding coverage, whichever is greater, be planted throughout the site. City Code also <br />requires that no tess than 25% of the trees planted be deciduous and no less than 25% coniferous. <br />Furthermore, City Code requires that no more than 25% of the trees planted Consist of ornamental trees. <br />Parking lot landscaping is also required, one (t) tree per every ten (10) parking stalls. In addition to the <br />tree requirements, City Code also states that one (1) shrub per every thirty (30) lineal feet of site perimeter <br />or 300 square feet of buitding coverage, whichever is greater, be planted. <br /> <br />The parcel has roughly 969 lineal feet of site perimeter, which equates to a minimum of nineteen (19) trees <br />needing to be installed. Of these, a minimum of fourteen (14) should be installed along Armstrong Blvd <br />and Riverdale Dr to satisfy, the public road frontage planting requirement (one tree per 35 feet of public <br />road fl'ontage). The parking lot landscaping trees shall be planted within the parking lot in islands or <br />immediately adjacent to the parking stalls and must consist of at least four (4) additional trees. The <br />remaining trees can be planted throughout the property. <br /> <br />The current landscaping plan shows a total of fourteen (14) trees and sixty-three (63) shrubs being <br />installed. The sizes and species indicated in the species palette meet the minimum standards except for the <br />Techny Arborvitae (listed as 4 feet in height, but needs to be a minimum of 6 feet in height). The shrub <br />requirement is satisfied on the plan, however, overall an additional nine (9) trees need to be added to fulfill <br />the planting requirements (four [4] in or immediately adjacent to the parking stalls and five [5] more <br />throughout the remainder of the site). <br /> <br />The location of the trees will 'need to be adjusted in order to satisfy the public i-oad frontage requirement. <br />A minimum of fourteen (14) of the required nineteen (19) trees should be positioned along Armstrong Blvd <br />and Riverdale Dr. <br /> <br />This site is also adjacent to residentially zoned properties along the southern property line. Therefore, a <br />buffer-yard that is at least fifty (50) feet in width will be necessary along this boundary tine. Within the <br />buffer-yard, an additional seven (7) trees and ten (!0) shrubs (equates to an additional 30% of plantings) <br />shall be planted. Coniferous trees should be used as well as taller shrubbery, such as sumac or lilac. This <br />will provide a more thorough buffer between the business and residential properties. Alternatively, a 100% <br />opaque fence may be installed, with a 10% reduction in the minimum number o~'plantings. The new <br />Pleasureland RV facility is one lot to the east: this project includes a 6-foot privacy fence along the south <br />property line. Staff will be asking the Planning Commission to weigh in on whether a similar fence should <br />be installed on this site. <br /> <br />There are a couple ot:' points of concern regarding the general location of street trees. First, no trees can be <br />planted within thirty-five (35) feet of the back of curb of any intersecting street. This is something that will <br />require attention in the field when the trees are installed. Additionally, no tree shall be planted within <br />fifteen (15) feet of a hydrant. [fa conflict does exist, the spacing of the trees may need to be adjusted or a <br />tree(s) may need to be eliminated fi'om the planting schedule.
