NorJblk Office Building ~ Site Plan <br />April 30, 2004 <br />Page 3 <br /> <br />All unimproved areas must be sodded. Any alternative to sod will require City Council's approval. <br />Additionally, all landscaped areas are required to have underground irrigation systems. <br /> <br />A revised landscaping plan needs to be submitted. The revised plan shall include the additional trees <br />required under City Code as well as incorporate the buffer~yard and associated plantings. For acceptable <br />and/or preferred species, the Ramsey Tree Book should be referenced. <br /> <br />Architectural Standards: City Code restricts building height to 35 feet and exterior Wall finishes to <br />natural or prefabricated' brick or stone or pre-cast concrete panels or some other material approved by City <br />Council. The proposed building meets the height requirement. The submitted elevations show'a <br />combination of brick and vinyl materials; vinyl is not permitted under City Code unless approved by the <br />City Council. Please submit revised elevations that meet this requirement. <br /> <br />Signs: A sign is indicated in the submitted site plan. For your information, si=mas must be approved through <br />a separate permit process. Please contact Chris Anderson, Community Development Assistant, at (763) <br />433-9905 tbr more inlbrmation. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles be stored within a <br />completely screened structure or container. The submitted site plan does not identify a waste storage area. <br />Please indicate whether there will be outside waste, storage. <br /> <br />Off-Street Parking ~ Spaces Required: City Code requires one parking space per 300 feet of office space. <br />The submitted site plan indicates 40 parking spaces (City Code requires 33 spaces). <br /> <br />Lighting: No exterior lighting is shown on the submitted site plan. If exterior lighting is being considered a <br />lighting plan must be submitted. <br /> <br />Drainage and Grading: A drainage and grading plan has b%n prepared by Ronald J. Swenson and dated <br />March 29, 2004-. A drainage analysis of' this plan was prepared by Passe Engineering. Ali of the impervious <br />areas except [br less than 8% of the roof area will drain into a pond located on the southern boundary of the <br />property. Overflow from the pond will discharge into the east ditchline of Armstrong Blvd and flow <br />southward until it discharges into the Mississippi River. The discharge from this pond system would be <br />98% of the existing rate for a 100-year storm and 143% of the existing rate for a 10-year storm. <br /> <br />The road side ditchline to the Mississippi River discharge is well defined in some locations and less so in <br />others. Cross sections along this drainage pate must be submitted to document the adequacy of the roadside <br />ditch to handle the discharge ~'rom the pond. A hydrograpkillustrating the duration of discharge for the 10- <br />and 100-year storm events should also be submitted. The pond should be enlarged to reduce the rate of <br />discharge of the 10-year storm to the existing runoff rate. <br /> <br />Permits f`rom the Lower Rum River Watershed iVlanagement Organization and the Minnesota Pollution <br />Control Agency will be required. <br /> <br />Access: The proposed building will gain access from Armstrong Blvd. <br /> <br /> <br />
