Public Works Director Kapler noted there wag a similar exercise done with one of the smelters in <br />town and they ran into a brick wall, but staff would be glad to do the research. <br /> <br />Mayor Gamec commented without any type of proof there is nothing that can be done by the <br />City. <br /> <br />Councilmenaber Kurak directed staff to determine when the permit is due, so this can be timed <br />appropriately. <br /> <br />Public Works Director Kapler indicated staff would look into any correlation with production <br />and odor by looking at Commercial Asphalt's production schedule from last year versus the <br />City's monitoring test. They will also research odor monitoring equipment and determine the <br />date of the permit. <br /> <br />Councilmember Cook commented Commercial Asphalt was voted one of the cleanest plants in <br />the state. The PCA states they are running one of the cleanest operations. <br /> <br />The consensus of the Council was that staff bring back the requested information for discussion <br />at a worksession and continue the once per week monitoring until that time. <br /> <br />Councilmember Kurak questioned if staff would go out and monitor if contacted by Mr. <br />Hamilton. <br /> <br />Public Works Director Kapler responded in the affirmative. <br /> <br />Mr. Hamilton requested to be notified when the worksession is scheduled. <br /> <br />2) Review Construction of a Septic Pumper Dump Station in the City <br /> <br />C o u n c il m em b er Z ira in erm an rep o rted the Met Council is currently doing a study regarding dump <br />stations and has come to the conclusion one is needed in the north metro area. The consensus of <br />the Committee was to recommend that staff continue working with the Met Council on the issue <br />of the new station. <br /> <br />3) Review Construction Plans for Elmcrest Park Improvements <br /> <br />Councihnember Zimmerman reported the construction plans for Elmcrest Park had a cost <br />estimate of $585,000 in December of 2003, and also an estimate in April 2004 of $901,120. The <br />Committee had quite a bit of discussion of what would be needed and what could be done <br />without for a while. The consensus of the Committee was to proceed with Phase I of the <br /> <br />improvcments, which include the following: <br />Main Driveway <br />East Parking Area <br />Trails (around parking and down to southeast comer) <br />Storm Sower <br /> <br />$90,000 <br />120,000 <br />125,000 <br /> 90,000 <br /> <br />City Council/May 11,2004 <br />Page 11 of 36 <br /> <br /> <br />
