The recommendation of the Committee was that the City Council adopt the Policy <br />Regarding Placement of the Wear Course Bituminous Lift, which is to proceed with one lift at <br />the time of initial construction and the final lift to be done when the construction is completed in <br />the area, with a time limit not to exceed one year. <br /> <br />5) Consider Peualties for Violations of Water Sprinkling Regulations <br /> <br />Councilmember Zimmerman explained the City will have new subdivisions coming on line this <br />year and there will likely be a lot of lawn watering. Well 6 will not be in use until this fall when <br />peak demand will be over. The City will have the same amount of water but more users. The <br />Connnittee discussed the proposed policy by staff and recommended it be amended as follows: <br /> · l'~t violation written violation by registered mail <br /> · 2~'d violation $50 fine added directly to the water bill <br /> · 3~'d violation $100 fine added directly to the water bill <br /> · 4th violation shut offofwater service <br /> <br />Councilmcmber Kurak asked if there are laws regarding the shutoff of utilities. <br /> <br />City Attorney Goodrich replied there are only laws regarding utilities in the winter. <br /> <br />Councilmember Elvig stated people need to know that the City came dangerously close last year <br />to draining a couple of water towers due to all the watering.
