Councihnember Zimmerman asked about the input the Committee requested from the Finance Officer. Assistant Public Works Director Olson replied the Finance Officer indicated 1.55 million dollars is available for this project if the Council were to determine to use all the remaining balance of the Oak Park Fund. The total estimated cost is 1.21 million dollars. The estimates put forward assume the worst case scenarios. Councihnember Cook stated he does not mind two different bids, but it should be left open to colnplete the project in one building season. Councihnember Elvig noted only 12 inches of topsoil are needed, not the 36 inches that was originally estimated, but the cost of the 36 inches is still included in the estimate. The actual costs will likely be lower than the estimate. He asked if the specifications regarding the topsoil would be outlined clearly. Assistant Public Works Director Olson replied the City has the ability to change things as they see fit with the soil conditions. Motion by Councihnember Kurak, seconded by Councilmember Cook, to authorize solicitation of bids for Ehncrest Park hnprovements City Project #04-20. The base bid will include the items identified in the moderate proposal, with the remainder of the work bid as an alternate. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, Elvig, Pearson, Strommen, and Zimmerman. Voting No: None. The ~nceting was recessed at 8:32 p.m. and reopened at 8:42 p.m. Case #4: Request for Sketch Plan Review for a Commercial/Retail Portion of the Ramsey Town Center; Case of Ramsey Town Center, LLC Assistant Community Development Director Trudgeon explained this is the sketch plan review of thc third phase of Ramsey Town Center. After meeting with the Town Center Review Board substantial positive changes have been made to the plan. At the last Planning Commission meeting the Commission approved the plan subject to the conditions in the staff review letter. The Town Center Task Force also approved of this plan. Keith McDonald, President of Shingobee Builders, stated they have had a great working relationship with the City and are here to answer any questions of the Council. Councihnember Kurak questioned if a liner is proposed for the pond. Mi'. McDonald replied more than likely a liner will be needed. In the beginning a very big pond was planned, they have worked with the Engineering Department to find an engineering solution City Council/May 11, 2004 Page 18 of 36
