Some of the proposed solutions have the pond back up within four to five feet of <br />the building elevation. <br /> <br />Councilmember Kurak asked if there will be a restaurant with outdoor seating in the area that juts <br />ovcr tiao pond. <br /> <br />Mr. McDonald replied it is being looked at as a combination of three different restaurants sharing <br />an outdoor deck. <br /> <br />Councihnember Kurak asked if there will be any fountains as an amenity. <br /> <br />Mr. McDonald replied there will likely be a fountain needed for water quality. <br /> <br />Councihnember Elvig stated he is pleased to see Cobums as a potential here, and the friends and <br />neighbors he has told about this are happy. He expressed concern with the liquor store and the <br />gas station in combination with the grocery store. He noted the task force voted out a gas station <br />component fi'om the matter of the image in the downtown area. He would look to discuss the <br />function and trafficking, and fire and safety concerns. <br /> <br />Assistant Community Development Director Trudgeon explained from a land use point it was <br />very deliberate in the Town Center zoning code not to allow for a gas station for the reasons <br />Councihnember Elvig mentioned. In looking back they did not want a free standing gas station <br />on a corner with a big canopy and convenient location. They also do not want an island at the <br />cdge of a parking lot with a canopy and shack for people to pay. What is being proposed here is <br />diffcrent; it will be limited to six pumps, and people can pay at the pump or go into the bigger <br />building. There was a lot of discussion at the Town Center Task Force and Plmming <br />Commission in relation to this. There was some trepidation about gas stations. This was <br />describcd more as a gas component that would help the market share and have good cost and <br />promotion with the operation. The thought was that a zoning amendment would be needed. A <br />zoning amendment would state clearly that gas operations are allowed as long as it is an <br />accessory use to a main building with limits on the number of pumps, and possibly architectural <br />controls. The Planning Commission indicated they would be willing to consider that. If the <br />Council's reaction is positive to this an amendment would be brought forward. He cannot speak <br />directly to fire issttes or quality issues, which can be discussed by others. <br /> <br />Councihnember Strommen stated she had some concerns initially and then thought about it in a <br />different way. Part of the concept of Town Center was that it would offer a full range of services, <br />and gas is one of those services. Wherever you go you pass at least one gas station. For a short <br />period she lived in a place where every time she needed gas she had to drive out of her way to get <br />gas. It would be odd to have this Town Center offering a full range of services and not have a <br />gas station, and she changed her original thinking about this.
