Assistant Community Development Director Trudgeon commented the location of the gas station <br />is positioned very well to be somewhat hidden, but at the same time there is access to the <br />customers. It is not likely that people would pull off of the highway for gas and go on their way. <br /> <br />Councihnember Cook commented something like this with the gas station being an element of <br />something else is not a problem, with the way it is tucked back and made more of the landscape. <br />People will likely go in and get groceries and gas, not get off the freeway to go into the gas <br />station. If this is not a safety problem he thinks it is fine. He inquired about the liquor store. <br /> <br />Regarding the liquor store, Councilmember Elvig expressed concern that the big box tends to <br />take over a lot of the commercial sites, and some people have discussed these concerns with him. <br />He noted one of the reasons they did not want a Target Greatland is because it makes it harder for <br />thc other commercial sites to exist. <br /> <br />Mr. McDonald explained the liquor component is not contained within the 63,000 square feet; it <br />would stand alone in another building. <br /> <br />Councilmcmbcr Cook comlnented ramps are being put in to have less surface parking, but there <br />seems to be a lot of surface parking planned. <br /> <br />Assistant Community Development Director Trudgeon explained the original plan had always <br />planned this area as the place for larger retail that would not be served by a parking ramp. <br /> <br />Mr. McDonald indicated they are now in a concept approval stage and will be coming back to the <br />Council for each of the areas for site plan review as the plans get more detailed. He noted the <br />sur£ace parking area is within 30 parking stalls of being what the City was looking for in the <br />process. <br /> <br />Councilmember Pearson commented at the Task Force and Planning and Zoning meeting the <br />rationale fei' the gas pumps in the area by the grocery store is that it made sense because it would <br />just bc gas pumps and there would actually be a check-out right at the door where the gas pumps <br />arc. People will be able to get groceries and gas the car up and stay in the immediate area of the <br />Town Center. Both the Task Force and the Planning Commission were pleased. The gas pumps <br />will be real low key and will not be drawing traffic in. <br /> <br />Councihnember Kurak asked if the changing of the zoning designation from residential to <br />commercial and the other changes will be in tandem with a preliminary plat, and when <br />architecture and buffering will be addressed. <br /> <br />Assistant Community Development Director Trudgeon replied it will all be concurrent. Staff is <br />supportive of the zoning and thinks it makes sense. Some of the land use applications are <br />expected, site plans are normal, and preliminary plats are normal. There will be text amendments <br />in regards to the gas component, as well as looking at some setback issues. Everything along the <br />road now meets the maximum setback, while previously they had not.
