Architecture and <br />buffering will be addressed with the site plan. <br /> <br />Cotmcihnember Kurak inquired who is responsible for the gateway landscape feature. <br /> <br />Mr. McDonald replied Ramsey Town Center will be developing this portion of the landscaping. <br />Deeding it back to the City has been considered because it is more symbolic of the City. <br /> <br />Councihnember Kurak questioned if this would be part of the landscaping and park plan of Town <br />Center, LLC if it is dedicated back to the City. <br /> <br />Assistant Public Works Director Olson replied it is not part of the landscaping plan submitted as <br />of yesterday. He would say it would be the responsibility of the developer that is constructing <br />this corner to build it. He would be okay with the City taking it back and maintaining it, but it is <br />not included in the landscaping plan that has been submitted by Ramsey Town Center, LLC. <br /> <br />Councilmember Kurak questioned how this will be addressed. <br /> <br />Assistant Public Works Director Olson replied it is not part of the financing package, nor part of <br />the landscaping plan that has been submitted. Making the pond an aesthetic feature is not part of <br />the plan either, although that has been a major point of discussion through this process. His <br />intention is that it would be certain that this issue is resolved between Ramsey Town Center, <br />LLC and Shi ngobee Builders prior to proposing a secondary development agreement. <br /> <br />Mayor Galnec commented there are details to work out, and the real key is the concept and the <br />idea. He likes the way the gas station is arranged and putting in stipulations so there is not a <br />fi'eestanding station at another location. <br /> <br />Councihnember Cook noted Ramsey Town Center, LLC is doing the preliminary grading so <br />everything works on the whole site. They started over by the Pact School and are working their <br />way across. To deal with that, the letter of credit keeps moving so they can do another phase. <br />Thcre is now a development coming in on the east segment. They cannot get the whole thing <br />graded so the whole master development works together. This is a concern if they are going to <br />keep doing this in phases, as they will not be able to have everything graded properly when issues <br />like this come up. They need to reevaluate the way they are handling this letter of credit. <br /> <br />Assistant Public Works Director Olson replied that is why the surety is in place, so it can correct <br />any preliminary grading that has occurred and pending that may need to be made, as well as the <br />infi'astructure that needs to be put in place to accommodate these facilities. That is what <br />protected the City from having to pay for all these improvements. He agrees that needs to be <br />discussed relatively soon. <br /> <br />Councihnember Elvig stated the streetscape plan is wonderful and asked if there have been any <br />changes to the plan. <br /> <br />City Council/May 11, 2004 <br />Page 21 of 36 <br /> <br /> <br />
