Providing sewer and water to
this location would be more easily extended to this location from Basalt Street than from their
existing site. Ace has requested the extension of utilities down Basalt Street to facilitate this
connection. Ace is agreeable to paying the appropriate hookup costs. The work requested by
Ace could be accomplished through a change order extending the scope of Project 03-27. There
would be a letter of agreement with Ace Solid Waste which identifies their share of the cost.
Staff has received an estimate fi'om W.B. Miller, Inc. for the cost of the change order in the
amount of $24,279.25. Ace's share of the cost would be $15,533.25. Staff recommends that
Council approve the change order.

Motion by Councihnember Elvig, seconded by Councilmember Kurak, to adopt Resolution 04-
05-113 authorizing Change Order No. 1 to Improvement Project 03-27 in the amount of
$24,279.25 contingent upon Ace Solid Waste entering into an agreement to pay their share of the
project cost which is estimated to be $15,533.25.

Further discussion: Councilmember Kurak asked if anyone else is being serviced for the line
after this point. Assistant Public Works Director Olson responded in the negative.
Coul~cilmember Cook asked if the change order includes a meter. Assistant Public Works
Director Olson replied this is just putting the water and sewer in the street right-of-way. Ace will
connect fi'om there onto their property and will have to put the meter on. Mayor Pro Tern
Zimmerman asked if the trucks will be cleaned here. Assistant Public Works Director Olson
replied Ace has a holding pond on their site and they have a building that was approved earlier
this year for the transfer station they want to build. All the site drainage goes into that holding
pond.

Motion carried. Voting Yes: Mayor Pro Tern Zimmerman, Councilmembers Elvig, Kurak,
Cook, Pearson, and Strommen. Voting No: None. Absent: Mayor Gamec.

City Council/May 11, 2004
