Assistant Public Work~ Director Olson indicated the counts could be done by ~taff. <br /> <br />Mayor Gamec suggested the traffic count be in the area north of 153rd Avenue to north of 167th <br />Avenue. <br /> <br />Cotmcilmember Elvig suggested the area south of County Road 116 be included as well. <br /> <br />Mayor Gamec suggested Anoka be pressed to study this area. He noted another area to study <br />would be north of Green Valley Road. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Cook, to authorize the City <br />Administrator to enter into contractual alTangements for continuation of transportation consulting <br />services with The Tinklenberg Group in the areas of TH #47, the Mississippi River Crossing and <br />development of a transportation policy, with the City Administrator to renegotiate the scope and <br />cost of services for TH #47 to a lesser amount. <br /> <br />Further discussion: Councilmember Cook commented The Tinklenberg Group has been able to <br />accomplish things they have not been able to as a City. Councilmember Elvig commended the <br />City Administrator for finding The Til~lenberg Group. Councilmember Pearson asked were the <br />funds will be coming from. City Administrator Norman replied it would be done through <br />Council contingency or through the budget amendment portion that is done in August or <br />September of the year. Councilmember Elvig questioned if there are funds available to handle all <br />of this. City Administrator Norman responded in the affirmative. Councilmember Kurak <br />questioned what area would be cut back. City Administrator Norman responded he is not sure <br />what would be cut back, but it looked like half of the work was in the Highway 47 area. Staff <br />requested special attention to the transportation policy and the 116 connection where there are <br />development requests to the west of Armstrong Boulevard. Councilmember Cook commented <br />thc City is also having The Tinklenberg Group work on the purchase of some land. He asked if <br />they will see some results on this now that they have official mapping. City Administrator <br />Nom~an replied the official mapping is not complete until 30 days after adoption of the <br />ordinance. If negotiations are started before the official map is complete they could jeopardize <br />the ability to utilize RALF funding. Assistant Public Works Director Olson advised until the <br />ordinance becomes effective appraisals should not be done. There is a little bit of leeway, but <br />they cannot make an offer until after the ordinance becomes effective. Councilmember <br />Zi~nmerman asked if MSA funds can be used for traffic counting. Assistant Public Work <br />Director Olson replied staff can do the traffic counting. Councilmember Zimmerman questioned <br />if there is a mechanism in the MSA funding to use a certain percentage for studies. Assistant <br />Public Works Director Olson replied $110,000 is received every year for general maintenance, <br />which goes back into the general fund. <br /> <br />Motion carried.
