Assistant Public Works Director Olson replied that trunk highways are not exempt from noise <br />standards. <br /> <br />Mayor Gamec inquired about the location on Highway 10 where the wall was split, and if there <br />has been any comments from the state in regards to that. <br /> <br />Assistant Public Works Director Olson replied in this location the City suggested what they were <br />doing was above and beyond, and a reasonable attempt. The City has not received any comments <br />fi'om the state yet, but it has not been constructed yet. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Elvig, to adopt policy <br />regarding the construction of sound walls along MSA and County roadways. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Elvig, Cook, Kurak, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #14: Authorize Continuation of Transportation Consulting Services <br /> <br />City Administrator Norman advised the City made contractual arrangements with The <br />Tinklenberg Group beginning in January 2003. The City has extended the contractual <br />arrangements and has utilized The Tinklenberg Group's services for the recent completion of the <br />Highway #10 Corridor Official Mapping process. The need for continuation of transportation <br />scrvices with The Tinklenberg Group for a variety of services, with particular focus on the areas <br />of TH #47, the Mississippi River Crossing and development of a transportation policy was <br />discussed at a recent Council work session. Proposals for services provided by The Tinklenberg <br />Group include tasks that are itemized into four separate categories. The total cost for all four <br />tasks included in the proposal total of $45,000. Because of budgetary constraints, staff would <br />recommend eliminating the TH #47 task from the group of projects and limit The Tinklenberg <br />Group focus to the general tasks, river crossing and transportation policy portion of the proposal, <br />totaling $22,000. The services on TH #47 could be picked up next year. Funding would be <br />derived fi'om the Council Contingency Fund. <br /> <br />Mayor Gamcc commented the traffic on Highway 47 is continuing to build tremendously. <br /> <br />City Administrator Norman explained the proposal of The Tinklenberg Group showed Highway <br />47 including ahnost half of the work in that area. They may be able to cut the services down in <br />this arca and move the rest into next year. <br /> <br />Mayor Gamec stated he would like to get something into the record regarding this area. <br /> <br />Councihnember Zimmerman noted the State Highway Department takes their own traffic counts, <br />and suggested the City also take traffic counts. He noted before the rebuilding of Highway 47 the <br />City did this and there was some discrepancy from the state's counts. <br /> <br />City Council/May 11, 2004 <br />Page 25 of 36 <br /> <br /> <br />
