City Administrator Norman replied most of the work will be covered under sewer and water, but <br />the $90,000 would have to come under the budget amendment process, which is brought forward <br />by the Finance Director in August. <br /> <br />Councihnember Strommen inquired about the environmental review. <br /> <br />Assistant Community Development Director Trudgeon explained the process needs to be thought <br />through as to whether an AUAR should be done, or the mandatory EAW. He explained by <br />completing the AUAR at this time all the environmental issues and concerns could be addressed <br />up fi'ont, rather than when development comes in. <br /> <br />Assistant Public Works Director Olson advised staff wants to be sure the reviews are able to be <br />signed off in the future if they are done at this time. <br /> <br />Councihnember Strommen suggested the addition of a public input about broad visioning where <br />the Council can get an idea about community values that will help guide them through the <br />planning process. She stated this should be done before getting into the drafting of the plan. <br /> <br />City Administrator Norman replied this type of public input was part of the process in 1997. The <br />Met Council made the comment that they did not know if they would have time for the full <br />process. Staff asked them not to include the public input at this time, but to include it when it <br />goes to the pttblic hearing process. <br /> <br />Mayor Gamec commented people will want to see the City's ideas and respond positively or <br />negatively. As elected officials they should do a lot of planning and bringing in ideas. <br /> <br />Councilmember Strommen stated there are questions a facilitator will present to illicit a <br />response. This would give the Council an understanding of community values and elements they <br />feel are important, which would help guide this process. <br /> <br />Councihnember Cook stated he would like to see the public input process when they start <br />designing the full comprehensive plan for 2008. <br /> <br />Councilmembcr Strommen stated this area is a large portion of the City and is an important part <br />of any planning process. It is important for them to have an understanding of community values <br />before they get into this process. <br /> <br />Councilmember Kurak stated if this project should go forward it will be every bit as impacting <br />on the City as Town Center is. She believes the people who live here should be able to have <br />input as to what they would like to see.
