Com~cihnember Strommen replied the public hearings held at the Planning Commigsion ~tage <br />come after a lot of the planning has been done. She would like to obtain input on a broader scale <br />as to what elements of a community are important to people. <br /> <br />Councihnembor Zimmerman suggested receiving comments up front is a lot easier to deal with <br />than later on, and it does not require much time. <br /> <br />Councilmember Elvig stated he believes there is merit to the public input, however, the City <br />ah'eady has enough tools at this point to lay a frame with things like the feasibility study and the <br />greenway plan. He stated there needs to be some sort of framework to show the residents before <br />asking for their input. <br /> <br />Mayor Gamcc commented they could have the people in this area requesting another Town <br />Center. <br /> <br />Councilmcmbcr Strommen explained she is asking to receive input on what people value in the <br />community, which helps form the decisions the Council makes later. They would just be <br />acquiring some general value statements. <br /> <br />Councihncmber Zimmennan stated the last work on the comprehensive plan was a mandated <br />update by the Met Council. The work being addressed at this time came from a plan that was <br />suggested by a certain developer to come forward and extend sewer and water to certain areas. <br />That is the reason they are undertaking this and the public needs to understand this. <br /> <br />Cmmcihncmber Elvig stated he became involved with the Council for several reasons. One of <br />the main reasons was that he wanted to help steer the City into smart growth, and getting in front <br />of the pressure and demand was one of the issues. He thinks the feasibility study is something <br />they have to look at. There are other components that go with that. There are some things they <br />ah'eady know regarding this issue. The Parks Commission has been doing a great job for years <br />getting ideas about parks, trails and green area, and staff has been working on this for years. He <br />does not think they should hold that behind their back and ask what the residents want to see. <br />The residents should be given some options. They need time to generate those ideas. He ~vould <br />agree that he does not want to get too far down the process before there is public input, and phase <br />four would be too far, but at this time they have tools they can put in place. <br /> <br />Councihnember Cook stated the Met Council did not come to them and say they are going to be a <br />developing community; the City said they would like to be considered a developing community <br />with Town Center and other things coming in. The Met Council told them they see a problem <br />with the MUSA line, and they will consider the whole City as MUSA. The Met Council stated <br />they do not have to do a completely new comprehensive plan, but rather a couple of <br />comprehensive plan amendments and a complete comprehensive plan for 2008. A fiscal impact <br />study has been done regarding how the City will look in ten years. A lot of agreements have <br />been made. In addition, the City had the Met Council put a pipe in this area in 1978 that they are <br />not even using the capacity of. The City has done a lot of things to say they want sewer and <br />water, but very few things to get it in.
